KfW is Germany’s state-owned bank and belongs to the leading and most experienced promotional banks in the world. An integral part of our global engagement is development finance. On behalf of the German Federal Government, we finance and accompany development projects and programmes around the world. With funds provided by the German Government and our own funds, we support and finance economic and social progress in Cambodia. Focal areas of our current support and investments are rural infrastructure (e.g. roads, markets), health, the financial sector and the protection and management of natural resources. We are currently looking for a suitable candidate to fill the position of national consultant to provide support to the Interministerial Coordinating Committee on One Health (IMCC-OH) and the IMCC-OH Secretariat in Cambodia.

One Health 4 Cambodia:

The One Health (OH) approach involves coordination and collaboration across public health, veterinary medicine, and environmental management for health system strengthening and disease surveillance and prevention. Cambodia is uniquely positioned to serve as a demonstration of OH success, with strong commitment from the Royal Cambodian Government. The IMCC-OH represents a significant step forward in Cambodia's approach to One Health. This committee fosters collaboration between various ministries and stakeholders, tackling antimicrobial resistance (AMR), emerging infectious diseases (EIDs), and zoonotic diseases (ZDs) through a multisectoral approach. Nevertheless, Cambodia faces difficulties in implementing successful and sustainable OH architecture.

The OH4CAM project, funded by KfW in the form of a EUR 34 million investment package over a 5-year period, will assist the three Ministry of Health (MOH), Ministry of Agriculture, Forestry and Fisheries (MAFF), and Ministry of Environment (MOE) to identify prioritized interventions in Cambodia.

The One Health Consultant

KfW is seeking a national consultant to play a pivotal role in the IMCC-OH's functioning. This individual will provide comprehensive administrative and operational support, which includes support for operationalization of the IMCC-OH Secretariat and for increased coordination efforts among the Cambodian government and relevant stakeholders.

Deliverables: The following deliverables are expected from the One Health Consultant

  1. Meeting minutes from IMCC-OH Meetings (no later than 1 week after meeting)
  2. Meeting minutes from IMCC-OH Secretariat meetings (no later than 3 working days after meeting)
  3. Quarterly report on activities completed in support of the IMCC-OH and IMCC-OH Secretariat (Oct 1, Dec 31)
  4. Proposed 6-month workplan for the IMCC-OH Secretariat including establishment of routine communications, regular cadence of meetings, and planned events and outputs of relevance to the IMCC-OH (action plans, assessments etc.).
  5. Monthly activity report to KfW office in Phnom Penh (Due by 5th of following month)
  6. Field trip report if participating/coordinating for the IMCC-OH trips (no later than 1 week after site visit)
  7. Other ad-hoc deliverable as being specified by IMCC-OH secretariat.

Reporting and Coordination:

The consultant will report to the IMCC-OH, working directly with the nominated representatives to the IMCC-OH Secretariat from MOH, MAFF, and MOE. S/He will report monthly progress and all deliverables to KfW .

Duration, Work Schedule, and Travel:

The consultant is expected to work on-site in Phnom Penh for the duration of the contract. The engagement of the One Health Consultant will begin as soon as possible and continue for a period of 12 months with an optional extension contingent on funding and performance. The work schedule will vary based on project needs.
