Position Summary
The Chief of Party (COP) will be responsible for the overall strategic direction, management, and coordination of the USAID BEST Activity. The COP will ensure the successful implementation of the program, aiming to improve learning outcomes and necessary skills of students, particularly the most marginalized groups, enabling them to remain in primary schools and effectively transition to lower secondary education.
Duties
- Lead the development and implementation of the annual work plan and strategy.
- Ensure alignment of project activities with the stated goals and objectives of the USAID BEST Activity.
- Oversee the project's technical, operational, and financial management.
- Supervise all project staff and manage relationships with MoEYS and other stakeholders.
- Coordinate with USAID, MoEYS, and other partners to ensure the effective implementation and sustainability of project interventions.
- Monitor project progress and ensure the timely submission of quality reports to USAID.
- Ensure compliance with USAID regulations and policies.
Requirements
- Qualifications:
- Master’s degree or higher in Education, Development Studies, or a related field.
- At least 10 years of experience managing large education projects.
- Proven track record of working with senior government officials and influencing policy.
- Experience with USAID-funded projects or similar international donor programs.
- Excellent communication skills in English; knowledge of Khmer is an asset.
- Strong leadership, management, and organizational skills.
- Preferred Qualifications:
- Prior experience in Cambodia or Southeast Asia.
- Familiarity with the Cambodian education system and USAID’s Collaborating, Learning, and Adapting (CLA) Framework.

The Technical Team Lead will oversee the technical aspects of the USAID BEST Activity, focusing on developing and implementing innovative educational solutions to improve Khmer literacy and “Read-to-Learn” abilities among grade 4 students. This role will support capacity building for MoEYS counterparts and ensure the integration of inclusive development principles.
Duties
- Provide technical direction and oversight for all project activities.
- Lead the design, testing, and refinement of Khmer literacy packages and extracurricular activities for grade 4 students.
- Develop and implement teacher training and mentoring programs to improve literacy teaching competencies.
- Ensure alignment of project materials with MoEYS curricula and educational standards.
- Collaborate with MoEYS, USAID, and other stakeholders to ensure project sustainability and scalability.
- Conduct robust evaluations of project interventions and document lessons learned.
- Promote gender equity and inclusive education principles in all project activities.
Requirements

- Strong technical expertise in literacy education and project-based learning.
