The Cambodia Climate Change Alliance (CCCA) is a multi-donor initiative funded by EU, Sida, and UNDP with a comprehensive and innovative approach to address climate change in Cambodia. The Overall Objective is to strengthen national systems and capacities to support the coordination and implementation of Cambodia’s climate change response, contributing to a greener, low carbon, climate-resilient, equitable, sustainable and knowledge-based society. The Specific Objective will be to contribute to the implementation of the Cambodia Climate Change Strategic Plan.

The CCCA programme focuses on three main drivers of change:

  1. Strengthening the governance of climate change
  2. Harnessing public and private, domestic and external resources in support of the CCCSP vision
  3. Developing human and technological capital for the climate change response

The organizational structure of the CCCA is based on strong Government ownership and alignment with the existing Government institutional arrangements. The Ministry of Environment (MoE), on behalf of the National Climate Change Committee (NCCC), is the Implementing Partner (IP).

Finance & Operations Officer

Contract Type: Individual Consultant or Contract staff

The Finance and Operations Officer will be responsible for overseeing all finance, accounting, procurement, administrative and human resources functions under the project. This includes managing the project’s operations, finance and administrative staff, and its implementing partners. S/he will be responsible for effective, efficient, and timely submission of financial reports and for ensuring that administrative, financial and contracting systems are functioning to support the project’s success. S/he will oversee financial management, non-technical procurement, logistical, human resources, information technology, and administrative support to the project team, in compliance with donors’ policies and procedures and local laws and regulations.

Duties
  • Provide administrative and logistic support to the CCCA.
  • Provide finance and accounting support of the CCCA Trust Fund Secretariat budget
  • Provide Human Resources & Compliance support to the CCCA
  • Advise management on required changes to operational procedures
Requirements
  • Masters degree in Accounting and Finance, Business, Public Administration or other areas related to the ToR.
  • At least 8 years of relevant administration, accounting; and financial experience with project, international organization NGO or UN; and
  • Experience managing teams of at least 2 people.
 

Administrative Clerk

The Admin Clerk will work closely with the administrative team of the programme.

Duration: duration: 6 months only

Duties
  • Responsible for recurring office procurements such as stationery and office supplies;
  • Prepare and distribute requests for quotations, draft source selection memos and prepare other supporting documentation for procurement process;
  • Responsible for logistical arrangements for staff, including travel plans and ensure staff keep proper documentation associated with travel, as well as supporting logistical arrangements for project events, including coordinating with suppliers/vendors;
  • Responsible for tracking office invoices and follow up on the payment schedule of all office vendors (office lease, office utilities, phone and internet, IT service, car rentals, taxis, etc.);
  • Assists for financial transaction of project, including day-to-day expenditures, filing documents, scanning, and copying, ensure the supporting documents are completed;
  • Facilitate communication and follow-up with MoE officials, development partners and other institutions involved in programme implementation;
  • Assist in the preparation of trainings, workshops and other events;
  • Support Operations and Program team on logistic and administration when needed such as workshops/training/meeting arrangement, disbursement DSA to participants and other administration tasks;
  • Assists in tracking and updating the office inventory and fixed assets register and supports the operations in the annual physical inventory checks;
  • Receive visitors and guests in a professional manner;
  • Keep records of mail-in and mail-out;
  • Receive phone calls and send/collect facsimiles; and
  • Perform other admin and secretariat duties as requested by management.
Requirements
  • High school education and training in administration
  • At least two (2) years of progressively responsible secretariat experience, preferably within the development partners and government ministries;
 

Cleaner

Contract Type: Contract Staff

Duration: duration: 6 months only

Duties
  • Working from Monday to Friday, except on national holidays and/or whenever the office is closed.
  • Clean glass doors and wipe down furniture surfaces, table, chair, wall, ceiling, window and window frame
  • Clean cabinets and shelves.
  • Tidy the kitchen area, including washing drinking glasses/plate….
  • Remove trash from waste baskets and water the office plants.
  • Arrange documents at printer machine and clean and re-arrange office materials to make tidy.
  • Cleaning floor daily.
  • Perform other related tasks assigned by administration. Example: buy refreshment for meeting in office, assist logistic arrangements for meeting such as photocopy and prepare document for participants….
Requirements
  • Primary education
  • Minimum one year’s work experience and other areas related to the ToR.
