The GEF Global Biodiversity Framework Early Action Support (GBF EAS) Project supports developing, middle income, and small island nations in their commitments to the Convention on Biological Diversity (CBD): early action on the post-2020 Global Biodiversity Framework (GBF), National Biodiversity Strategies and Action Plans (NBSAPs), and National Reporting. This project connects biodiversity policymakers, change-makers, and on-the-ground subject matter experts to facilitate the delivery of the CBD’s GBF and the achievement of the Sustainable Development Goals. The objective of this global project is to fast-track readiness and early actions to implement the post-2020 Global Biodiversity Framework (GBF) by providing financial and technical support to GEF-eligible Parties to the United Nations Convention on Biological Diversity in their work to align their National Biodiversity Strategies and Action Plans (NBSAPs); including national biodiversity targets, monitoring, policy, and finance frameworks with the Global Biodiversity Framework of the CBD.

According to Cambodia’s current priorities and planning status, the rapid review of the NBSAP and national targets will focus on identifying gaps required to align the national targets, goals, objectives and action plans within the existing NBSAP to the new GBF and the policy and the institutional review will analyze and identify policy gaps and inconsistencies within the existing NBSAP and the GBF. Therefore, the Ministry of Environment is looking for a qualified national consultant, with proven experience in developing reports, policy briefs and targets for the government line ministries, particularly in aligning existing biodiversity policies and targets to post-2020 Global Biodiversity Framework, complementary biodiversity protocols (e.g. Cartagena Protocol on Biosafety, Nagoya Protocol on Access and Benefit-sharing), multilateral environmental agreements and the SDGs.

Duration: 60 days from 1st July to 25th October 2024

Scope of Work

The overall objective of the assignment is to support the Department of Biodiversity of the Ministry of Environment to conduct a rapid screening of the current NBSAP as well as to assess, improve and/or develop national targets in response to the government priorities, in particular those of line ministries and relevant agencies and Kunming-Montreal Global Biodiversity Framework.

Institutional Arrangement and Duty Station

The consultant will work closely with the Project Management Unit based at the Ministry of Environment. The consultant will report to the project coordinator and get technical support from the Biodiversity Finance Specialist in the Project Management Unit based at the Ministry of Environment.

The duty station of this assignment is a combination of home-based and/or be based in Department of Biodiversity Office, Ministry of Environment in Phnom Penh. If any travel to the target provinces as necessary, the Daily Substantive Allowance (DSA) and transportation will be covered by the project and will be arranged by PMU.

Work Duration and Duty Station

The expected duration of this assignment is sixty working days within the period from July to October 2024 which requires the candidate to provide the financial proposal indicating the number of days required for all satisfactory deliveries of this assignment.

Duties
  • The work of the NC will be in Phnom Penh for meeting with key stakeholders and will travel to the target provinces as necessary or identified by the Ministry of Environment to validate and/or collect additional information. This will include, but be not limited to:
  • Conduct a rapid review of key thematic areas in the second Cambodia NBSAP to determine the coherence between national targets and actions with the new goals and action targets of the GBF;
  • Assess and develop current national targets as applicable (i.e., measurable, cost-efficient, spatially explicit where appropriate, integrated into programs); according to the post-2020 GBF, relevant Cambodia development agenda; including pentagonal strategy, Cambodia Sustainable Development Goals (CSDGs), Circular Strategy on Environment, development plans/strategies/priorities of line ministries, development partners, NGOs; concerned biodiversity protocols and visions and so on;
  • Facilitate at least 2 consultation workshops on alignment of national biodiversity targets and for updating NBSAP;
  • Produce an assessment report of the findings on a) thematically aligning the national biodiversity targets and actions with the new GBF targets and actions and b) the development of new national targets;
  • Conduct regular meetings with the PMU, Biodiversity Finance Specialist and/or project manager or director for updating and work progress purposes; and
  • Support the national project director to fill in Annex I of CBD Decision 15/6 “Mechanisms for planning, monitoring, reporting and review”.
Requirements
  • Education:
  • Master’s degree in sustainable development, environmental economics, biodiversity conservation or closely related subjects
  • Experiences:
  • Minimum 5 years of experience in environment, natural resource management, biodiversity and sustainable finance for conservation;
  • Proven experience in developing reports, policy briefs and targets for the government line ministries, particularly in aligning existing (biodiversity) policies, NBSAP and targets to relevant frameworks and protocols, multilateral environmental agreements (MEA) and the SDGs;
  • Familiarity with government’s management and project’s implementation; and
  • Experience in engaging with government officials, and ability to synthesize and present complex arguments in easily understood terms.
  • Competencies:
  • Ability to cope with flexible working condition with government;
  • Strong analytical skills;
  • Superior written/ oral communication skills, with the ability to convey complex development concepts and recommendations; and
  • Positive and results-oriented attitude, able to meet targets/deadlines.
  • Language Requirements:
  • Fluency in English and Khmer
