Cambodia is ranked amongst the 4 most at-risk countries in Asia, according to the 2018 World Risk Report. The 2017 Climate Change Vulnerability Index ranks Cambodia between “High and Extreme Risk,” which implies a probability that climate change impacts will lead to a higher frequency of hydrological disasters both in terms of floods, drought and reduced water availability throughout Cambodia.
ActionAid International Cambodian is designing a new project named Advancing Early Warning Systems in Cambodia to promote an early warning system in Cambodia. The project aims to reduce the impact of disaster risk in target disaster-prone areas. The project has three outcomes focusing on three main outcome, Outcomes 1: Ground Water Level Monitoring (GWLM) systems strengthened and expanded to additional disaster-prone areas to expand the coverage and impact of the mobile EWS 1294. Outcome 2: Communities have increased access to disaster early warning information through an effective and innovative mobile early warning system, EWS 1294. Outcome 3: Stakeholders’ coordination on disaster risk reduction and early warning systems is strengthened among relevant ministries and the national disaster management committee. The project will be implemented within 18 months period, starting from October 2023, with funding support from GSMA Innovative Fund (GSMAIF) and will be implementing 11 provinces, including Kratie, Stung Treng, Preah Vihear, Oddar Meanchey, Pursat, Kampong Speu, Kampot, Koh Kong, Kampong Thom, Svay Rieng, and Prey Veng Provinces.
The implementation of the project will strongly require good collaboration and support between the National Committee for Disaster Management (NCDM) and the Ministry of Rural Development (MRD) at the national and sub-national levels. The project will be working with NCDM, and PCDM to disseminate the message when occurs from their authority in each province.
