Welthungerhilfe (WHH), a leading German development and humanitarian NGO and a member of the Alliance 2015 consortium of European NGOs. Since its involvement 2003 in Cambodia, the organization's extensive experience in collaborating with rural communities.

Welthungerhilfe (WHH) is currently supporting the development of a programme to strengthen and improve the rubber production system by interacting with the different actors in the market and to develop mechanisms involving the qualitative improvement of production systems, the improvement of rubber production assets, a production system more compatible with today's environmental needs. In this perspective, WHH supports the development of MAP (Multi Actor Partnership) in collaboration with two local partners, WWF CAMBODIA and CamboDHRRA with a project entitled "Strengthening multi-stakeholder partnership platforms in Cambodia to promote sustainable value chains for natural rubber".

With reference to the MAP Mid-Term Report (2022), which highlights that the future success of SNR production will depend on the robust support of partners and core members of MAP. Therefore, this consultancy is intended to develop critical capacities of partners and core members of MAP to enable them to support the future prosperity of SNR depends on the robust support of partners and core members within the MAP platform. The consultancy tender seeks to address this critical need by offering comprehensive assessment and training services to bolster the effectiveness of our local partners. Our proposed consultancy will focus on facilitating high-level support for initiated MAP processes through guidance and assistance in MAP organizational development processes, with specialized capacity building in key areas such as Monitoring, Evaluation, Accountability, and Learning (MEAL), communication strategies, private sector engagement, and resource mobilization.

Timeframe of Consultancy

NB: this is a draft timeframe and the schedule for individual tasks can be adjusted depending on discussions between WHH and the consultant. Estimated end date for completing the assignment: September 30th 2024.

Profile of the Consultant

WHH is looking for a consultant or consultancy firm with extensive experience and training in organisations involved in MAP (Multi-Actor Partnerships), preferably with experience in Cambodia, with a proven track record in organising training courses (please refer to the details in the tender), knowledge of the rural context in which the analysis will be conducted is highly recommended.

Additional characteristics:

  • Strong writing skills
  • Ability to work efficiently and effectively with project members in various locations.
  • Relevant language skills – Native Cambodian and English fluency is essential.
  • Minimum 5 years of relevant working experience in the field of capacity building of civil society, international and national organizations involved in development and humanitarian assistance. Demonstrated experience in similar consultancies, particularly in the development and humanitarian sectors.
  • Demonstrate expertise in Multi-Actor Partnership (MAP) processes and capacity building including evidence of successful past engagements in facilitating MAP initiatives and conducting capacity-building activities.
  • Ability to conduct online trainings and develop remote training modules
