The Kingdom of Cambodia has availed an IDA Credit of US$15 million from WB and Grant of 8 million from KfW toward the cost of the Strengthening Pre-service Education System for Health Professionals Project from September 2020 to June 2026. The project Development Objective is to strengthen Cambodia’s pre-service education system for health professionals. The project will contribute in establishing a future generation of health professionals who can perform complex reasoning, deal with uncertainty, anticipate and plan impending changes, and undertake many other functions that are essential to improve quality of care on health outcomes. To realize this transformation, this project will invest in human capacity building. Capacity building will be done with faculty development courses, intensive coaching from experts, enhanced infrastructure, technology, and other resources to support new ways of teaching. The resulting new competency-based curriculum and effective teaching cohort promise to produce a competent health care workforce that will change the landscape of health care and be felt for many years after this project is over. Indeed, the lasting benefits will have a positive impact not only on the careers of trainers and students directly involved but also on the future cohort of students. Other self-sustaining aspects of the project include strengthening the regulatory framework that will shape the health professional education system and creating a semiautonomous public NEE center supported by students' fees. At the training institution level, transformation will be reinforced by institutional reforms such as granted autonomy status, an expanded network of certified clinical training sites, and strengthened management information systems.

National Engineering Consultant

Position Summary
Duties & Responsibilities:
  • Check the site temporary works before the renovation/construction works
  • Coordination with MOH/HTIs to visit and inspect the sites. To design the floor plan, prepare the technical specification and Bill of Quantity (BoQ) for the renovation/construction works.
  • Coordination with MOH/HTIs and the contractor to set up the boundary and access of the construction site to ensure that it is suitable to commence the renovation/construction works.
  • Review on the temporary works designed by the contractor(s) such as drawings, work control plan, safety control plan and method statement prior commencing the construction works on site.
  • Prepare the pre-construction record of all buildings/facilities with photographs for documentation before starting the renovation/construction works. Some buildings/facilities will be demolished/renovated by the project, and some other buildings/facilities might be affected by the renovation/construction activities that need to be restored to their existing condition by the contractor at the completion stage.
  • Inspection, Supervision and Reporting
  • Ensure that the contractor(s) meets all project requirements for the implementation and protection of environmental and social safeguards as mentioned in the ESMP and ECOPEs.
  • Provide inputs in case required by the Environment and Social experts in preparing the reports.
  • Review all shop drawings, work control plans/method statements prepared by the contractor(s) prior to starting any works from the beginning till the completion of the project.
  • Assist the project manager to approve on the request for the inspection form from the contractor(s) to inspect all the works from step to step to ensure that they are complied with design drawings, technical specification and standards.
  • Participate to inspect all the materials testing and other works testing requested by the contractor(s) in the construction sites.
  • Be full time at the construction site to monitor the construction progress and construction quality against the design drawings, technical specification, standards and schedule on a regular basic including during the weekend or night time (if required, especially for the bored pile work and concrete casting work) in case of concrete casting of important critical construction elements;
  • Day to day access to the adequacy resources of the contractor(s) (materials, equipment, plant, labors) and take appropriate action when needed. Keep and inform regularly to MOH/HTIs.
  • Ensure that the materials and standards of workmanship comply with the contract and in accordance with the work methods prepared by the contractor(s).
  • Alert to the contractor(s) all the times what they have to prepare and submit for review and approval before commencing of any works in order to get a good quality of work and safe.
  • Review the template prepared by the contractor for reporting monthly construction work progress and share with the World Bank for review.
  • Follow up, review and certify all the required documents in preparation of the monthly progress report prepared by the contractor(s) such as overview of the construction progress including the cumulative from month to month, overall construction schedule including progress chart and s-curve, break down sheet or IPC sheet that achieved the progress from month to month, staff and manpower’s record, equipment record, weather record, work inspection record, quality control of the concrete work, material testing report, testing and commissioning record, calibration report, work defects and method of rectification within timeframe, etc.
  • Check and assist the project manager to certify the contractor(s) claimed invoice against the actual worked progress/items.
  • Provide expert advice on available solution and technical changes;
  • Project managing the implementation of technical solution on a good work practice, and issuing the site instruction sheet and provide the recommendation/mitigation measure to the contractor(s) to where they are not complied;
  • Evaluate and confirm the functionality of the construction building and functional systems;
  • Participate in the pre-final inspection and final inspection of the completion of works.
  • Participate in the taking-over of the renovation/construction project to MOH/UHS.
  • Participate in the inspection of the end of the defect’s labiality period, if the contract is still in force.
  • Review all as-built drawings, operation and maintenance manuals, all inspection, testing & commissioning and calibration reports/records prepared by the contractor(s).
  • Participate, follow up and confirm that the contractor(s) trains of all the functional systems to the end user and those systems are working properly.
  • Participate in daily/weekly/monthly meeting with the MOH/UHS and the contractor(s) in case required by the project.
  • The consultant is under direct supervision of H.E Project Director.
  • Report to Project Director / Project Manager.
  • Participate in preparing ToR/Scope of Works/RFP/EOIs for consulting services (individuals/firms) of Contraction/Supervision project if needed by Project Director / Project Manager.
Requirements:
  • At least Bachelor’s degree in Architecture from an accredited university.
  • At least 5 years of relevant professional experience including construction supervision
  • Good organizational skills
  • Experience with the projects funded by the World Bank, ADB and other similar institutions would be an asset
  • Competent at computer assisted drawing and database management
  • Fluency in speaking and writing English and Khmer
  • Must not be a government staff or has been retired and outside the MOH for at least six months.
 

Technical Assistant for Financial Assistant

Position Summary
Duties & Responsibilities:
  • Prepare the Annual Procurement Plans of SPESHP by collecting all relevant information to group the goods & works and services; draft the procurement plan in STEP.
  • Update and monitor procurement tracking to the World Bank and MEF.
  • Prepare Letter of Invitation (LOI) to stakeholders and request for advertisement.
  • Prepare bidding documents and proposals; minutes or reports of meeting.

Requirements:

  • Have demonstrated professional experience with DPs financed projects in the areas of procurement management.
  • Experience with procurement under the World Bank–financed projects is given a preference.
  • Familiarity with World Bank Procurement Procedures, Policy and Guidelines for Consultants’ Services, Goods and Civil Works will be an advantage.
  • Familiarity with RGC’s SOP, Procurement Manual and Standard Bidding Documents for Externally financed Projects will be an advantage.

National Procurement Consultant

Position Summary
Duties & Responsibilities:

  • Update and monitor procurement tracking and for Project and prepare procurement progress report to the World Bank and MEF;

  • Preparing bidding documents and proposals for goods, works, services and consulting services (individual/firm) to be procured by the SPESHP/MOH;
  • Prepare bidding documents and proposals; minutes or reports of meeting;

  • Prepare advertisement to be placed in local and/or international media as appropriate;
  • Organize bids/proposals opening by inviting all PRC well in advance, conduct opening process, take notes and storage of bids/proposals in accordance in proper manner;
  • Check the eligibility of the bidders/consultants on the World Bank Listing of Ineligible Firms and Individuals
  • Review and cross-check arithmetic errors and completeness of the submitted documents, prepare draft clarification as necessary, and draft bid evaluation reports for PRC meeting and draft PRC’s Minutes of Meeting;
  • Ensure that the relevant oversight agencies are provided with copies of required documents for their reviews and/or approval;
  • Issue the notification of award to the winning bidder/consultant/contactor requesting the pre-requisite performance and advance payment securities and cross-check them to ensure that either the performance security/advance payment or retention monies are in full compliance with the requirements;
  • Assist in resolving all procurement related issues;

  • Ensure that a proper filing/record keeping system is established for the procurement to be done by MOH. Maintain contracts register with updated key procurement information of all contracts procured under the Project;
  • Ensure that all procurement activities are carried out in accordance with the agreed procedures, including the Financing Agreement; the World Bank/IDA Procurement and Consultants Guidelines; Government SOP and Procurement Manual for Externally Assisted Projects, as applicable;
  • Carrying out any other procurement associated tasks as may reasonably be assigned by the Project Director/Project Manager;
  • Work closely with SPESHP’s Implementation Units to encourage them to submit the requisition of Procurement Goods/ Consulting Service on the Procurement Plan and assist them to prepare Technical Specification/ Terms of Reference/EoIs/RFP compliance with Procurement Perspectives,
  • S/he will report to the Project Manager/Project Director. S/he will liaise closely with all consultants, relevant government staffs to ensure the procurement activities are carried out as schedule;
  • Coordinate with the suppliers, Committee and all stakeholders on receiving and inspecting Goods at Central Medical Store;
  • Assist the Procurement Team on Administrative work under SPESHP by conducting Procurement Review Committee meeting, requesting the Meeting Room, prepare the Invitation Letter and Note on Procurement for Committees and all stakeholders;
  • Prepare urgent report on Procurement in Khmer and English up on request of Project Management/Project Director;
  • Provide assistant to any World Bank funded projects that assigned by Project Director.
Requirements:
  • Must have experience in implementing the procedures the World Bank and the Royal Government of Cambodia (SOP).
  • Minimum Bachelor’s degree in business administration, or other related fields (Master degree in business administration or relevant subjects preferred);
  • At least 5 years of experience in managing procurement of externally financing project(s);
  • Familiar with SOP and the World Bank’s procurement procedures;
  • Demonstrate good records of past procurement assignments;
  • Familiar with Health System in Cambodia is an advantage;
  • Demonstrated ability to establish and maintain strong working relationship between key stakeholders (MOH/HRDD, UHS, RTCs, etc.);
  • Ability to perform effectively under pressure and with time constraints;
  • Show proven experiences in selecting and evaluating the consulting firms;
  • Must not be a staff of MOH;
  • Fluency in Khmer and English;
  • Knowledge and skill on Microsoft Word, Excel, PowerPoint and social media platform are required.
