The Workforce Development (WFD) Field Manager plays a pivotal role in driving the Nomi Network Cambodia mission to empower vulnerable women and survivors of human trafficking through economic opportunities. This role is responsible for overseeing the implementation of WFD programs in the field, ensuring smooth day-to-day activities, effectiveness in program implementation and collecting impacts.

Duties
  • Material Development:
  • Supervise overall program operations and management to ensure effective and efficient implementation.
  • Conduct regular meetings or sensitizing sharing sessions with local communities and stakeholders to foster engagement and collaboration.
  • Promote the training program extensively within the communities located within the program's area to maximize participation and outreach.
  • Monitoring and Evaluation:
  • Collaborate closely with the Program Manager to establish the annual project work plan and formulate a comprehensive implementation/monitoring strategy.
  • Ensure proper collection of program data to maintain accuracy and reliability.
  • Ensure that all the beneficiaries who are required to follow up are being followed up on a regular basis and have received the support they need.
  • Administrative and Human Resources:
  • Directly oversee and manage a team of Training Coordinators, providing strong leadership and regular performance feedback to optimize team performance.
  • Establish and maintain an effective project team structure, ensuring clarity of roles and responsibilities among team members and fostering efficient coordination and communication.
  • Offer direct supervision and mentorship to team members, ensuring they perform effectively and reach their maximum potential.
  • Support Training Coordinators in the implementation of the curriculum, ensuring adherence to training guidelines and standards.
  • Finance Management:
  • Strategize and oversee the project's monthly budget and petty cash management to ensure fiscal responsibility.
  • Maintain proper records of expenditures utilizing NNC financial templates and furnish adequate supporting documents in accordance with Nomi's finance policy.
  • Allocate resources efficiently, striving for the utmost quality in project implementation.
  • Review monthly financial expenditure reports with the program manager, providing insights and recommendations for necessary adjustments as needed.
  • Local Stakeholders and Communities Relations and Engagement:
  • Cultivate robust relationships with local authorities, stakeholders, and community volunteers to foster collaboration and support for the program's objectives.
  • Increase program visibility and awareness by disseminating information to additional communities within the program's jurisdiction.
  • Develop strategic relationships and partnerships with key business entities to facilitate successful transition of program trainees into the private sector.
  • Conduct market surveys and offer guidance on livelihood opportunities and strategies to empower program beneficiaries and enhance their economic prospects.
  • Reporting:
  • Guarantee adherence to the established monitoring system/plan for data collection, ensuring accurate and comprehensive recording of all data.
  • Ensure meticulous recording of all potential candidate data and pertinent information within Nomi's system, utilizing Google Drive.
  • Ensure timely delivery of all project activities, adhering to predefined scope, plan, and key performance indicators (KPIs).
  • Collaborate closely with the WFD Program Manager and Marketing & Communication team to select and gather a sufficient number of impact stories for organizational use.
  • Prepare and submit grant proposals, impact stories, and other documentation as required to the WFD Program Manager, ensuring timely submission.
  • Provide grant support to grantees following approval, offering guidance and assistance throughout the funding process.
  • Assist beneficiaries with job placement or business startup support as needed.
Requirements
  • A bachelor’s degree in project management, community development or similar field
  • Minimum of 3 years of professional experience in NGOs project management, preferably in the fields of social work, vocational training, livelihood, community development especially women who are at risk of human trafficking
  • Proficiency in overseeing and coordinating training sessions, workshops, events, or analogous programs.
  • Proven ability to effectively collaborate with local authorities, rural communities, and nonprofit organizations, fostering productive partnerships and community engagement
  • Strong analytical abilities coupled with critical and strategic thinking skills
  • Experience or knowledge in the garment industry and startup business operations, with a comprehensive understanding of both sectors is ideal
  • Fluent oral and written communication skills in both Khmer and English
  • Proficient in M.S Office, Internet & Email, and Social Media management
