The Child Rights Foundation (CRF) is a child-focused, non-profit, non-political, and non-religious, and Cambodian non-governmental organization with a mandate to work for full implementation of the United Nations Convention on the Rights of the Child (UNCRC) and other instruments related to children’s issues. CRF strongly commits to establishing a positive environment where children are well treated, viewed and cared for in all parts of Cambodia. Established on November 20, 2000 and officially registered with the Royal Government of Cambodia (RGC) on March 6, 2001.

The financial literacy program is designed to equip children aged 7 to 12 years old with the knowledge, tools, and practice necessary to make informed financial decisions and achieve their personal goals and dreams. It is crucial to instil financial literacy as a critical life skill from a young age. This approach helps shape children's attitudes towards money and cultivates responsible financial behaviour throughout their lives.

The program was initially launched in Hong Kong in 2011 by Prudential Corporation Asia and has been supported and broadcast by the Cambodian Television Network (CTN) in Cambodia since October 2014. The Cha-Ching official launch in Cambodia on May 31, 2016, with the endorsement of the Ministry of Education, Youth, and Sport as an extracurricular initiative for Cambodian primary schools. Currently, the program is being implemented in 300 primary schools across five provinces in Cambodia and reaching over 60,000 students.

OBJECTIVES

This objective of this consulting assignment is to review and update Monitoring and Evaluation Data Base System called “Management Information System (MIS)” for the Cha-Ching Money Smart Kids Phase II, respond to the project indicators, outputs, outcomes and impacts.

Expected results:

  • Monitoring and evaluation plan and tools for this project based on project indicators and CRF requirements are developed in consultation with project team and partners.
  • A Project monitoring and evaluation database system (including analysis structure) on both qualitative and quantitative data of Cha-Ching Money Smart Kids project based on the agreed monitoring and evaluation plan is set up with applicable and effective way.
  • Orientation all tools and how to manage the system for CRF project staff/partners is conducted by the consultant.

SCOPE OF WORK

  • Conduct desk review for existing the project M&E tools and form/SQL code (01 day)
  • Conduct kick off meeting with CRF staff on tools and methodologies for reviewing and updating Management Information System (01 day)
  • Review and update Management Information System (05 days)
  • Present first drafted of MIS to CRF staff for inputs and comments (1 day)
  • Finalize the update Management Information System (MIS) with integrate the Cha- Ching Money Smart Kids Project’s M&E tools (01 days)
  • Conduct the training or orientation to project staff on MIS practice (01 day)

This work is expected to start in mid of March 2024 and suggested to completed by end of April 2024 with total consultancy 11 days.

BUDGETING AND LOGISTIC ARRANGEMENT

The consultant should propose budget that include all related cost including VAT. CRF will assist consultant to arrange for meeting venue during 01-day orientation.
