The Improved Service Delivery for Citizens in Cambodia (ISD) program, implemented by GIZ, is funded by the Ministry of Economic Cooperation and Development (BMZ) of the Federal Republic of Germany and by the Swiss Agency for Development and Cooperation (SDC). The ISD program works with the following partners: the Secretariat of the National Committee for Sub-National Democratic Development (NCDDS), relevant ministries at the national level, and three partner provinces, Battambang, Banteay Meanchey, and Siem Reap, to develop and utilize strategies and improved processes for providing services to citizens in priority areas.
Specific to the water sector, the ISD program provides capacity development support to the sub-national level of Districts / Municipalities Administrations, (E&W subcommittee) Environmental & Water Sub-committees other stakeholders (e.g. FWUCS, PDWRAM, Provincial Governments) relevant to improved small-scale irrigation system water management and related service delivery, while assisting in the transfer and rollout of relevant water functions to district and municipal administrations.
The operation and maintenance of small-scale irrigation systems are hindered by a lack of (access to) unified basic data, allowing FWUCs, District/Municipalities, and PDWRAM to fulfill to implement their small-scale irrigation regulatory tasks & responsibilities. In coordination with the Provincial Government of Banteay Meanchey and PDWRAM it has been proposed to equip the Provincial Government (1 laptop), PDWRAM (1 laptop), and FWUC department of MoWRAM (1 laptop) with hardware and install relevant GIS software (MS word, excel, ppt, etc.), Civil 3D software, Arc GIS, and required programs needed and train Sub National Administration & stakeholder technical staff on the use of the GIS for planning & budgeting, operation & maintenance of small-scale irrigation systems.

Objectives of consultancy
The objective of the consultancy service is the provide selected key stakeholders such as PDWRAM, Provincial Government, and ISD partner districts/municipalities with the necessary training and coaching in their competencies to operate, maintain, and use the Irrigation-System Geographical Information System (IR-GIS) and in assisting the District / Municipalities administrations / E & W subcommittees, PDWRAM (Provincial Department of Water Resources and Meteorology) and FWUCs (Farmer Water User Groups) in the planning & budgeting, operation & maintenance of small-scale irrigation systems.

Length of services
The GIS trainings (field) exercises are to provided during the months of March to May, excluding the Cambodian new year period of 10-20 April. The training will be provided in two separate training sessions allowing sub-national government officials and other selected training participants allowing them to combine these with their regular activities
