Children In Families (CIF) is a local Cambodian NGO, based in Phnom Penh, and operating across Cambodia. CIF provides both direct services to vulnerable Cambodian children, as well as supporting and capacity-building services to other organisations in Cambodia, and in other parts of the world. We have our Vision for all children to grow up in safe and loving families and communities for their optimal development and wellbeing.

Family-based Care (FBC) is one of the core programs contributing to our Vision. CIF’s FBC program has been operating in 6 provinces/city (Svay Rieng, Prey Veng, Kandal, Phnom Penh, Kampong Chhnang, Takeo). We support children at risk of family separation or already separated including children who are orphaned, abandoned, trafficked, exploited, abused or who have disabilities, so that they can be cared for by safe and loving families in the communities, NOT orphanages.

Services Required

CIF is seeking for an external consultant or consulting agency who experienced in project evaluation to evaluate the FBC program. The work will be carried out between April-June 2024. The evaluation will assess as below:

  • Assess the effectiveness and efficiency of CIF’s FBC program in increasing children in safe and loving families:
  • Children well preserved with stable and healthy families (biological/kinship families)
  • Foster children well-cared in the foster family, moving to permanency
  • Children with disabilities and chronic health problems become inclusive within their communities
  • Children supported show improvement in overall well-being
  • Capacity of families in providing care to children especially connecting children to the services (health, rehabilitation, education etc)
  • Assess the level of commitment of families preserving children in their care (biological family, kinship family, foster care family) to keep children (especially children with disabilities) in families and not RCIs.
  • Assess level of understanding, prioritization and support of the relevant gov’t stakeholders at the sub-national level especially the local authorities on family-based care for children especially children with disabilities, including collaboration with CIF.
  • Assess the level of CIF’s contribution to the reduced number of children in institutional care in Cambodia.
  • Identify gaps and recommendations towards future program design and promoting sustainability among all stakeholders

This process is anticipated to require both primary and second data collection/analysis including travel to the provinces.
