Since 1990, CCC has been working to strengthen the cooperation, accountability and development effectiveness of civil society organizations in Cambodia, and to promote inclusive partnership between government, civil society organizations, development partners, and private sector for sustainable development in Cambodia. Report to: Head of Communication and Member Development

Position Summary:

The post holder will work under direct supervision of the Head of Communications and Member Development (HoCMD). The CD Specialist will be the focal point to coordinate the regular meeting with the members of the Do No Harm Cambodia team and lead the implementation of the Do No Harm and Conflict Sensitivity (DNH-CS) training program (training, workshop, forum, mentoring, and coaching) to the NGO applicants to have a good knowledge on DNH-CS and DNH framework for project or program. CD Specialist will provide support to two CD Officers to coordinate various four Working Groups and capacity development platforms to CCC members and other CSOs such as Learning Forums, Holistic Institutional Development (HID), Local Fundraising, and annual voluntary working groups reflection, etc.

The CD Specialist will work closely with CD Officers to develop capacity development plans and deliver them effectively and efficiently based on the needs of CCC members.

Duties
  • Lead and implement the DNH-CS training program
  • Convene DNHC team meeting every quarter and DNHC capacity building annually
  • Develop and update DNH manual and promotional materials such as video, case study, coaching guide, leaflet, etc.
  • Conduct DNH training series such as exposure workshop, application workshop, training of trainer, DNH community practice forum, etc.
  • Promote DNH to donor, development partner and foreign NGOs to support the practice of DNH approach
  • Conduct regular monitoring to the trained NGOs every semester.
  • Give an oversight to CD Officers to implement the Capacity Development packages of CCC
  • Provide mentoring and coaching to CDOs to make sure they can perform their work effectively following the timeframe set with the provided resource
  • Support CDOs to convene and coordinate at least 8 technical working groups’ meetings per year to develop effective capacity-strengthening agenda and curriculum for CCC members
  • Support CDOs to update ToR of the technical working groups and keep the working group members more active and supportive
  • Assist CDOs to organize and coordinate at least 8 learning forums per year.
  • Support CDOs to coordinate and conduct HID training at least 3 trainings per year
  • Assist CDOs to design, analyze, and report the pre-test, post-test, and event evaluation
  • Lead and coordinate the annual voluntary technical working group reflection
  • Produce report, manage, and budget plan of Capacity Development Unit (CDU)
  • Develop annual budget plan and activity plan for CDU with the consultation with CDOs
  • Manage all data and information of CDU, particularly activities, outputs, out of outputs, and outcomes.
  • Monitor financial report of the CDU and relevant projects every quarter
  • Ensure all activities and information are entered and updated into M&E system (SRI)
  • Review JD and appraise the annual performance of CD Officers
  • Develop semester and annual narrative reports of CDU, and contribute to other reports that relevant to CDU
  • Participate in the internal meetings of CCC (staff meetings, program meetings, etc.)

  • Qualification Requirements:
  • Education:
  • Bachelor degree in development management, social sience, or related field. Background in peace building and conflict sensitivity, preferably in Do No Harm and Conflict Sensitivity approach
  • Familiarity with and knowledge of civil society in Cambodia and organizational governance, management or organizational development
  • Experiences:
  • Minimum 7 years experience working with civil society organizations
  • At least 5 years experience working in coordination and facilitation related roles;
  • At least 3 years experience in project management;
  • Good communication and interpersonal skills
  • Proven report writing skills
  • Gender sensitivity
  • Language Requirements:
  • Proficient in both Khmer and English
