The German Cooperative & Raiffeisen Confederation (DGRV) in Cambodia supports the establishment of a market-oriented cooperative system using a multi-level approach. In addition to supporting agricultural cooperatives (ACs) at the micro-level, the development of cooperative unions and alliance structures is becoming increasingly important. At the national level, DGRV supports state institutions with the creation and further development of necessary legal and regulatory framework conditions. One of DGRV's focus areas in 2024 is supporting the institutional setup to enable external auditing of ACs.

At the end of 2019, the Cambodian Agricultural Cooperative Alliance (CACA) was founded. CACA acts as the national umbrella organization for ACs in the country to which all cooperatives and cooperative unions become members automatically as soon as they are registered. Besides other tasks, CACA is responsible for implementing cooperative audits according to the cooperative law from 2013. According to this, all ACs with total assets of more than 25 TUSD are subject to an audit once a year. Currently, that would be about 30 % of the registered 1,251 1Acs and 21 ACUs nationwide.

So far DGRV supported the Department of Agricultural Cooperative Promotion (DACP) in the Ministry of Agriculture, Forestry, and Fisheries (MAFF) in all aspects related to the promotion of the agricultural cooperative sector in Cambodia. With the registration of CACA, DGRV will extend its support to also assist CACA with its institutional set-up as well as providing high-quality services for its member ACs. DACP is also supporting CACA in this initial stage.

DGRV supports CACA in its endeavor to implement the nationwide audit for ACs. One crucial element is the use of standardized accounting software by ACs to ensure that financial reports are viable and set up according to law. Only with correct financial statements, cooperatives can be properly audited and developed.

PURPOSE

CACA seek a company that provides a software solution that can be piloted among relevant ACs. Relevant in this regard means ACs that are currently at the threshold for the obligation to be audited by law. This pilot software should be as a milestone to achieve an accepted standard in accounting that can be used by ACs and is recognized by relevant authorities.

Besides improving the internal financial management of the ACs, the ultimate goal is to improve the quality of future audits through improved financial documents, which eventually will be beneficial to:

  • AC members by increasing reliability in quantitative data of an AC;
  • AC Management Board, as more reliable financial data can be used to improve the strategy and operations of an enterprise and thus eventually lead to more stable growth;
  • AC Supervisory Board, as better financial reports enable a better internal audit;
  • AC Auditors, as standardized versions of financial documents, simplify the audit process, support better coaching by the auditor and enable comparisons across similar ACs;

DELIVERABLES

  1. Financial Management / Accounting Software subscription for 5 ACs for 1 year or transfer of license for software
  2. Data integration and migration
  3. Software training for 5 pilot ACs
  4. Train the trainer workshop
  5. Three Months after the first training: Refresh Training and financial literacy training based on the prepared financial and non-financial information for 5 ACs

QUALIFICATIONS

  • A registered company with a valid company registration certificate
  • Company located (or with authorized office) in Phnom Penh, Cambodia
  • Minimum 5 years of experience in software development
  • Proven experience in providing SME software solutions
  • Experience working with ACs is a strong plus
  • Proven practical knowledge and experience in state-of-the-art knowledge management

  • DGRV will determine the suitability of candidates during a technical interview.
  • A contract may be awarded to the company representing the best value for money, i.e. lowest-priced technically-compliant offer and most convincing presentation during the interview
  • DGRV reserves the right to accept or reject any quotation, and to cancel the process and reject all quotations at any time before the award of contract without thereby incurring any liability to the suppliers or any obligation to inform the suppliers of the grounds for such action.
