Food for the Hungry is an International Christian Humanitarian Organization ending all forms of human poverty by providing life-changing development programs, disaster relief, and advocacy. In 1990, Food for the Hungry (FH) began working in Cambodia by providing relief and aid to those living in refugee camps during the civil war. In 1992, FH Cambodia started to partner with poor communities in the Kampot Province to improve living conditions, and later expanded into northern Cambodia. Since then, it has focused efforts on community development and other areas of need to improve living conditions.

Area Program Manager (1 Position)

The Purpose of Position:

The Area Program Manager (APM) provides day-to-day guidance to the area programs with oversight responsibilities in the Area Program Planning and Management, Documentation, Reporting, and Financial Management. As a member of the Management Team, the CPM will contribute to the overall strategic direction of FH Cambodia by collaborating with Area of Operations Manager and Program Operations Director to ensure smooth implementation of activities in the field in adherence to the laid down program policies and procedures.

Duties
  • Key result#1: Deliver the Program Outcomes
  • Ensure proper implementation and quality of program implementation in the cluster, ensuring program policies are followed.
  • Manages and monitors the cluster budget allocated to the stated objectives in accordance with FH’s financial procedures.
  • Acts as the point person in the cluster for safety and security issues related to program implementation and visiting teams.
  • Conduct regular field visits to monitor, support and supervise project team in implementing programs, provide suggestions for improvement.
  • Identify the needs of the program areas, get support from program technical teams as and when needed.
  • Ensure Project Officers heads have enough technical, functional, and operating knowledge and support of handing over FH projects activities.
  • Communicate various challenges and lesson learnings to a wider FH community though the line management.
  • Key Result #2: Coordinate Cluster Programs and Local Institutional Strengthening
  • Organize and lead regular cluster coordination meetings.
  • Manage the cluster financial budget and insuring adherence to the established budget and all financial policies and guideline to compliance with donor’s requirement.
  • Establish, coordinate, and maintain relationships with community stakeholders.
  • Develop and strengthen relationships with local government officials, NGOs and represent FH in various government and non-government offices.
  • Key Result #3: External Stakeholder Engagement and Leadership
  • Build good relationships with other NGOs working in the same area and promote collaboration.
  • Represent FH at the regional program areas and actively participate in any meeting, workshops and other events.
  • Actively share good lessons learned, best practices, and impact stories to relevant partners including local churches.
  • Fully aware of any NGOs (like-minded organization) and other NGO working related to sponsorship (child partner).
  • Key Result #4: Staff Management and Development
  • Model leadership to all staff and intentionally develops the leadership potential of key staff in the FH field by walking closely with the senior leadership team, and coaching and mentoring key direct reports.
  • Work closely with the Senior Leadership Team to build their capacity and teamwork.
  • Ensure appropriate duty of care provisions are in place for all staff and visitors, with particular attention paid to security concerns.
  • Provide leadership and people management expertise in managing change initiatives within country, bridging different ways of working and diverse working cultures within the teams.
  • Keep abreast of environmental, economic, social, political, and religious conditions in the field, and report on such conditions as needed.
  • Oversee the well-being of the staff, develop and empower staff to work efficiently and grow their skills.
  • Manage staff performance reviews by providing clear goals and expectations and conducting regular performance/behavior feedback. Prepare Performance agreement and conduct performance meeting and appraisal.

  • Education Experience:
  • Bachelor’s degree from a college or university and a certificate in social science, development studies or any other relevant fields; A Master’s degree is a plus.
  • At least 5 years’ related experience in a program management and implementation context; Direct experience within an INGO or a reputed national NGO.
  • Supervisor Responsibilities: This position directly supervises staff. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems, etc.
  • Language: Proficiency in spoken and written English and Khmer. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions.

The Purpose of Position:

The purpose of Project Officer for Community Engagement and Sponsorship (CESP) is to manage quality of community engagement process and sponsorship operational business in accordance with the National Community Engagement and Sponsorship Program (CESP), as well as to foster a culture of action learning among team members, partners, and communities. He/she provides capacity building to subordinators and volunteers through coaching, mentoring and leadership.

Duties
  • Key Result#1: Supervision for Quality CESP Implementation at Area Program Level
  • Deliver with high quality community engagement and sponsorship processes are delivered with high quality at the Area Program level.
  • Provide staff with strategic support in the areas of community mobilization, community ownership of developmental activities, and long-term outcomes through relationship building, conscientization, and community capacity building.
  • Build and maintain good relationships with local authority, community members, key community partners and leaders, especially Registered Children (RCs) and their families.
  • Assist Area Program Manager to strengthen the partnership with local authority and stakeholders for resource rich to achieve the share vision of community development.
  • Assess and strengthen the capacity of community leaders on leadership and networking to lead their community development for improving the wellbeing of most vulnerable group/individual through implementation the community hope project.
  • Strengthen capacity of community leaders and Commune Committee for Women and Children on safeguarding for the prevention and protection of children.
  • Increase knowledge on child personal safety and abuse reporting mechanism to children and youth.
  • Implement the standard operating procedure on Community System for Accountability and Feedback.
  • Facilitate the community members to form children/youth groups in the community and promote functioning of the groups.
  • Lead reflection and learning of CESP implementation for ongoing feedback and improvement.
  • Key Result#2: Sponsorship Operation Standards Obtained with High Quality and Timeliness
  • Ensure the good quality, accuracy, transparency, and punctuality with compliant of sponsorship guidelines, and requirement for child partners/registered children information in both system and correspondences.
  • Ensure sponsorship communications and requirements in the field (i.e., Profile Photos, Activity Photos, Annual Surveys/report, Reply Letters, Christmas/greeting cards and Impact Stories) and data management system are well managed and updated as time frame.
  • Promoted community development and communication through community support and sponsorship system through mobilization of community volunteers to implement community-based strategy for child monitoring and facilitation the corresponding with child partners/registered children.
  • Conduct meetings with parents, key community partners and leaders to respond to the issues related to education, health, migration, incident of the children.
  • Provide capacity building on sponsorship communication and photo taken guidelines, storytelling, facilitation skills…etc. to project staff, community volunteers/hope group volunteers for Child Monitoring.
  • Strengthen the project/program integration for ensuring registered children/child partners and family are benefited/supported from, and participation in the sectoral projects.
  • Increase engagement and ownership of community members for support to child sponsorship project through establishment of deeper orientation of FH and Sponsorship goals to the local authority, local leaders, and community members including children and youth.
  • Respond the inquiries of RC/CP from the country office and donor office.
  • Report any serious incidents and death of RC/CP to country office within 24 hours.
  • Key Result #3: Budget Planning, Monitoring and Evaluation
  • Participates in budget planning together with Area Program Manager to ensure that the budget is allocated contributes to the desired output to achieve the outcome of the project.
  • Monitors and track the budget expenditure of the project and report to Area Program Manager for every cash flow transaction.
  • Works alongside with area program manager and other level staff to prepare monthly, quarterly, and annual reports as part of M&E process, donor, and government requirement standards.
  • Assist Area Program Manager to adapt the Technical Program for CESP into the area program.
  • Train and engage project partners and key stakeholders in project monitoring and learning.
  • Provide monthly, semi and annual progresses report to the AP Manager.
  • Key Result #4: Staff Management, and Development
  • Models’ leadership and develops leadership potential and walking closely with another sector project officer.
  • Provide timely mentoring, coaching and encouragement to the project staff who directly report to him/her.
  • Ensures that direct reports adhere to the Code of Conduct, FHC Policies (Personnel, Finance, IT, Security, Protection) and reports any deviation to supervisor and HR for appropriate actions.
  • Joins learning with Staff capacity building training course provided by FH for self-development and to make the project work run smoothly.
  • Provide capacity building for staff as needed and relevant to the projects.
  • Actively participate as an AP Team member in learning, training, and spiritual nurture.
  • Assist AP manager to develop and review Sponsorship Integration plan in TPs.

  • Knowledge of computer skills with Microsoft Office.

  • Strong commitment and willingness to work in the rural remote area.
  • Strong communication skills and community mobilization.
  • Able to work flexible hours in a team environment, consistently meeting deadlines.
  • Education Experience:
  • Bachelor’s degree in social worker, and management or a relevant field preferred.
  • Experience working in community with child sponsorship programs and child protection are preferred.

Responsibilities include interviewing, hiring, and training employees, planning, assigning, and directing work, appraising performance, rewarding, and disciplining employees, addressing complaints, resolving problems, etc.
  • Language: Proficiency in Khmer and English. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
