Operation ASHA is an INGO dedicated to deliver healthcare services to the disadvantages in community, with a particular focusing on detecting and treating Tuberculosis (TB). We Op-ASHA serve in India and Cambodia, and our care model has been replicated globally.

In Cambodia, Operation ASHA receives the Global Fund Grants (GC7-Grants) 2024-2026, from the National Center for Tuberculosis and Leprosy (CENAT) and the Ministry of Health (MoH) in order to implement the C-DOTS program in providing the tuberculosis treatment in 11 provinces, 36 operational districts (OD), 486 health centers (HC) and 36 referral hospitals, covering the population of 8,101,489, accounting for 53% of the country’s total population in Cambodia.

M&E Assistant

Duties
  • Collect and collate the TB data from the Coordinate with all Community System Strengthening Coordinator (CSSC), hospital linkage coordinator (HLC), PPM-DOTS coordinator (PPM-DOTS Coordinator), Active Case Finding Coordinator (ACFC), TB for Prison Coordinator from the field;
  • Verify all TB data and reports submitted by all concerned staff in the field and enter into the M&E system safely;
  • Review daily report against TB list and weekly missed dosed report
  • Track and monitor patients’ treatment adherence and outcomes in the program
  • Track and audit delivery of services by the field team
  • Coordinate with the field to troubleshoot all M&E related issues and to request for support from Program Director and Program Coordinator when required
  • Support Program Director and Program Coordinator in training of field team on M&E reporting requirements.
  • Occasionally accompany and support Program Director and Program Coordinator in field monitoring visit once required.
  • To be representative of M&E Team in some required meeting, both internal and external.

Requirements

Active Case Finding Coordinator

The program will be supported by the provincial health department (PHD) and operational district (OD) of the target areas. Therefore, Operation ASHA is looking for a suitably qualified candidate to fill the position of the Active Case Finding Coordinator, known as ACF Coordinator, to be based in Phnom Penh, but travel to the field to conduct the active case finding activities, in coordination with the community system strengthening coordinators (CSSC) in the target ODs in the field:

Position: Active Case Finding Coordinator (ACF Coordinator)

Location: Phnom Penh, but traveling to conduct the ACF activities in the field, regularly.

Compensation

Duties
  • Program implementation in the field
  • Prepare the monthly work plan and budget for implementation;
  • Conduct the active case finding (ACF) activities in close coordination with the CSSC, health center staff and the village health support group (VHSG) in the field;
  • Read the results provided by the artificial intelligent (AI) through the mobile chest X-ray (CXR) machine;
  • Identify the presumptive TB cases for referrals;
  • Coordinate to collect and refer the sputum samples/specimen and presumptive TB patients, with the health center staff, village heath support group (VHSG) to have diagnosis at the diagnostic center at the referral hospitals (RHs);
  • Reporting system
  • Collect and collate the data from the communities and health centers;
  • Enter data of the progress updates into the database system on a weekly basis;
  • Prepare the M&E monthly reports to submit to the head office every month;
  • Prepare the quarterly M&E reports and submit to the M&E unit on a quarterly basis
  • Financial management and budgeting
  • Prepare the budget’s advance request for conducting the monthly activities;
  • Clear budget’s advance request at the end of the month with the head office’s finance team;
  • Coordination with concerned stakeholders
  • Represent Operation ASHA in any meeting with concerned stakeholders, as assigned;

Duties
  • Ensure smooth patient pathways for TB Detection, Diagnostics, Treatment and Counseling in hospital.
  • Coordinate across hospital (i.e. TB ward, OPD, services etc.) and the community (Volunteer Health Support Groups, Health Centre Management Committees etc.) to facilitate smooth patient pathways including liaising with health centers.
  • Work with Hospital deputy director in charge of hospital linkage and chief of TB ward to facilitate TB case finding within hospital.
  • Review and conduct monthly meeting on hospital linkage activities, challenges and propose actions forward.
  • Work closely with CSS coordinator to develop work plan and facilitate fast-tract mechanism in sending specimens/symptomatic from community to referral hospital for diagnosis including contact investigation and IPT as well.
  • Develop regular report on HL activities and submit to referral administrative office and CSS coordinator.
  • Represent of Op-ASHA at key meetings with the government or relevant stakeholders.

Requirements
  • Qualifications and Skillets
  • At least 2 years of prior experiences in healthcare sector, preferably on communicable diseases. Candidates with other relevant experience may also apply.

PPM-DOTS Coordinator

Duties
  • Under the supervision and support from the national PPM-DOTS coordinator, relevant partners, Provincial PPM-DOTS Coordinator is expected to coordinate the PPM-DOTS project implementation under the Global Fund support in a province (6ODs) with around 15 private healthcare providers during 2024-2026 and performs the following tasks:
  • To collect and enter data related to PPM-DOTS project activities within the province into data management tool, which include number of presumptive Provide inputs to Program Manager for the weekly team meeting
  • TB clients referred from private providers, number of people arrived at public health facilities, etc. and other relevant information;
  • To communicate and build good relationship with private healthcare providers;
  • To conduct the supportive visit and provide feedback to private healthcare providers about results of their referral;

Therefore, Operation ASHA is looking for the suitably qualified candidate to fill the position of the TB for Prison Coordinator (TBPC), to be based in Phnom Penh.

Compensation

Duties
  • Program implementation in the field
  • Prepare the monthly work plan and budget for implementation;
  • Coordinate with the concerned health authorities to conduct the active case finding events to screen the prisoners in the prisons for presumptive TB patients/and collect the sputum sample for diagnosis at the health facilities;
  • Follow up the results from the health facilities, and work with the concerned healthcare workers to provide immediate treatment, if notified;
  • Reporting system
  • Follow up the all-presumptive TB patients, with VHSG, HC/Prison health post staff to make sure they are properly recorded and referred for diagnosis;
  • Follow the referred TB presumptive results with the concerned health facilities;
