The Asia Foundation’s portfolio of digital programs has been growing steadily, and the Cambodia office would like to identify a Program Officer to support this portfolio, particularly the USAID (United States Agency for International Development) Digital Workforce Development (DWD) project.

The USAID-DWD project is a technical assistance project, with the main goal of improving educational outcomes for Cambodia’s youth so that the country can meet the challenges and opportunities offered by the world economy that is increasingly dependent on technology and requires a skilled labor force. The present work plan details activities for three main objectives 1) Strengthened targeted ICT certification, short-courses, non-degree, and degree programs offered by Cambodian HEIs (Higher Education Institutions), 2) Enhance the capacity of Cambodian HEIs to meet regional and international standards. 3) Increased scholarship, internship, and networking opportunities to support practical skill-building and linkages to job opportunities for Cambodian youth.

The AMPLIFY: Amplifying Women’s Peace Actions in ASEAN is a 5-year regional initiative of The Asia Foundation and the New Zealand Ministry of Foreign Affairs and Trade (MFAT) that aims to mitigate the disproportionate impacts of conflict and insecurity on women in ASEAN and to strengthen peace actions through women’s participation and receipt of benefits.

  1. ASEAN and ASEAN Member States demonstrate meaningful commitment to women, peace, and security and advance knowledge and dialogue.
  2. Civil society organizations in ASEAN influence women, peace and security commitments and delivery of commitments.
  3. Women meaningfully participate and lead in peace and security actions in areas vulnerable to insecurity so that responses are informed by women’s voices and mitigate insecurity.

Reporting to the senior program officer for AMPLIFY in Cambodia and working closely with the Cambodia country team and regional AMPLIFY, the program officer will perform 60 percent of the role in supporting monitoring and evaluation and 40 percent in partnership programming in Cambodia. This position will be full-time based in The Asia Foundation Office in Phnom Penh, Cambodia.

Requirements
  • Bachelor’s degree in social science, development, or related field OR quivalent professional experience in relevant fields;
  • At least 3 years of professional experience in the field of project management for social development activities, gender and social inclusion, Women peace and security related;
  • Experience working for international development organizations or multilocation projects;
  • Experience in partnership building, communication with partners and subgrantee;
  • Experience in using relevant M&E tools including spreadsheet/excel, Kobo etc;
  • Experience in managing research and evaluation conducted by consultants and contractors;

SUMMARY OF JOB RESPONSIBILITIES

To support the USAID-DWD program team in the implementation of the above project, the Foundation seeks a Program Assistant. Reporting to the Program Manager, the Program Assistant will work closely with the Program Officer and liaise with the program team and other colleagues in the broader office of The Asia Foundation in Cambodia to support the implementation activities under the USAID-DWD project and digital portfolio.

RELATIONSHIPS

Internal:

The Program Assistant reports directly to the Program Manager, in close coordination with the Program Officer, and other senior management. The candidate may interact with other program teams, operations staff, The Asia Foundation’s headquarters, and other country offices.

External:

Maintain strong partnerships with The Asia Foundation’s partners, specifically research institution(s), research grantees, and government counterparts working in the environmental resilience space.

Duties
  • Support the program team on logistical arrangements including procurement, identifying and following up with suppliers or consultants or venues, and clearing payments
  • Support the program team on administrative tasks and grant management including requests for payment, contracts/agreements, contract amendments, and monitoring payment schedules
  • Support the program team on event coordination with program’s partners (research institutes, grantees, donors, NGO partners, and government counterparts)
  • Work closely with the Program Manager to provide inputs to quarterly reporting or any other research or concept note being prepared by the program team
  • Be available for occasional program-related travel, when appropriate
  • Provide support to other programs within the Foundation as needed
Requirements
  • Experience:
  • At least 1-2 years of experience in programs and administrative work, event coordination, and grants management
  • Experience working with both non-governmental organizations and government agencies is an advantage
  • Prior experience working on a USAID project is a plus
  • General understanding of Cambodia’s digital and ICT challenges and key players in this space
  • Experience coordinating with partners, suppliers, contractors, and consultants
  • Experience organizing/planning events and/or workshops
  • Experience in basic financial and grants management, budget control, and managing development projects
  • Education:
  • Bachelor’s degree or equivalent experience in administration, management, and other related fields.
  • Other:
  • Strong organizational skills and attention to detail
  • Collaborative, creative, and culturally sensitive
  • Ability to work with international and local counterparts
  • Good analytical and problem-solving skills
  • Ability to work independently, quick learner, multi-task, and meet deadlines
  • Good command of written and spoken English and Khmer
  • Commitment and ability to work in different settings
  • Good interpersonal and diplomatic skills
  • Familiarity with social media to promote projects and programs
  • Ability to safeguard confidential information; and
  • Good computer / ICT skills
