People in Need (PIN) has been working in Cambodia since 2008, providing development and emergency assistance in both rural and urban areas, with a focus on Disaster Risk Management (DM). Since 2013, the DM team has been developing EWS1294, the first early warning system in Cambodia, in collaboration with the National Committee for Disaster Management (NCDM). EWS1294 supports national and subnational DM authorities in accessing accurate and real-time flooding information and disseminating alerts to at-risk communities via different channels: alert calls to subscribers of phone number 1294 using Interactive Voice Response (IVR) technology, radio broadcasting with ABC radio, loudspeakers in Battambang, Telegram channel. Through close collaboration with both NCDM and PCDMs (provincial level), EWS1294 now provides full national coverage.
Early warning messages are only effective if they are understood and acted upon by the intended recipients. Hence, systematic data collection and feedback from beneficiaries are essential to ensure a high-quality early warning system. A simple feedback mechanism is in place by allowing recipients to send their feedback to PIN on the EWS1294 website. However, currently, any data on EWS1294 effectiveness must be collected manually through the implementation of research studies. Research studies, especially when undertaken on a nationwide scale, can be time-consuming and expensive. This issue can be easily resolved through the implementation of a two-way EWS1294 communication channel.
Enabling a two-way EWS1294 communication channel would empower beneficiaries by allowing them to provide easily accessible and real-time feedback on the EWS1294 system. Additionally, this system would enable NCDM and PCDMs to track the effectiveness of EWS1294 and quickly take decisive action if needed.
Objective and Scope of Assignment
The overall aim of the assignment is to evaluate the two-way communication channel best suited to the EWS1294 system and the Cambodian context, and to determine the best way of implementing it.
PIN is planning to set up and operationalize a 2-way communication channel for EWS1294, in view of reinforcing community engagement in disaster management and accountability to the affected populations. This innovation would allow PIN and national partners to receive and address people’s needs, suggested solutions and feedback. Incorporating local/community risk information and knowledge into the EWS1294 will result in a more participatory system.
PIN is planning to evaluate the most suitable and feasible ways to integrate a feedback mechanism into EWS1294 and develop this technological improvement for the benefit of the affected populations. Findings and recommendations of the study will finally provide solid ground for the identification of the best technology/methodology to be used for developing the channel.
Geographical scope
The project is being implemented on a national scale (all the provinces of Cambodia).
The target locations for the study must ensure a fair representation of Cambodia's social, economic, cultural, and geographic groups.
