Job Summary: Social research in Water, Sanitation, Behaviour Change, Sewerage, Faecal Sludge Management (FSM)
Duties
- The successful candidate will perform the following roles and responsibilities:
- Develop research methodology, interview questionnaire and dataset in related, in order to explore how a successful funding and financial framework for sewer connection, Faecal Sludge Management (FSM), assess customer’s view of the convenience of the current water bill payment mechanism by Water Supply Authority, Explore the current system of new tariff model for sewer connections and tariffs, capital cost, running/operation and maintenance cost, cost recovery, payment system, who pay, amount of frequency, financial management of payment system, evaluate current sanitation cost paid by sewer and FSM users, and customer’s willingness and ability to pay the regular sanitation tariff (with water bill);
- Review any previous reports of attitudes, knowledge, and willingness-to-pay for urban water and sanitation services in Cambodia;
- Identify or verify current sanitation practices, behaviors, and motivations to connect (or not) to sewers or use FSM services regularly;
- Assess the current social, financial, Policy, Institutional, Regulatory and Technical dimensions of the sewered and non-sewered sanitation services including (i) sanitation service provision provided by government at national or local, formal and informal, private sector, NGOs, CBOs, (ii) the regulation of sanctioned services, and (iii) the users/recipients/customer of sanitation services;
- Identify the stakeholders to involve in sewerage, FSM or delivery both service in the deliver chain
- Access the capacity of authority who manage sewerage water treatment in order to coordinate the sewerage and FSM;
- Identify the capacity-building needed to manage the implementation of the sewer connection;
- Review the current regulatory framework for sewerage connections and wider sanitation services delivery to confirm the (i) institutional responsibilities and oversight agencies; (ii) existing or proposed regulations on property owner to connect to a sewer and/or regularly empty their septic tank, access which regulation are enforced with noting accountability mechanism, regulatory gaps, constraint issues, and define the main “entry point” for sustainability persuade households to connect to the sewerage network or use FSM services;
- Review existing waster water connection policies and how the policies impede wastewater connection and their implementation, also review experience increasing of sewer connections in comparable cities;
- Analysis data, and prepare reports and presentation to stakeholders; plus provide implementable recommendation;
- Other task assigned by the team leader.
Requirements
- The minimum qualification and experience required are:
- Postgraduate or Master’s degree in social sciences, marketing, public policy, or another relevant field of study;
- Minimum 10 years relevant work experience, with experience in urban sanitation;
- Experience in conducting key informant interviews or social-economic surveys in Cambodia;
- Deep knowledge of the water and sanitation social dimensions/customer perspectives in Cambodia;
- Experience in marketing water and sanitation services rural areas of Cambodia;
- Extensive experience of working in a multi-disciplinary team;
- Proven strong analytical skills and ability to produce clear and concise reports; and
- Good in written and spoken English and fluent in written and spoken Khmer.

The consultant will be contracted directly with NIRAS.
