OIC Cambodia is working to grow speech therapy services in Cambodia and help people with communication and swallowing difficulties access quality services.

We launched in 2013 with programs to grow speech therapy in Cambodia for the estimated more than 600,000 people with communication and swallowing difficulties.

Our end goal is to have 100 university qualified Cambodian Speech Therapists employed in Cambodia by 2030, after which OIC will exit Cambodia.

To achieve this, we will:

  • Raise awareness amongst all levels of the community, as speech therapy is a very new concept in Cambodia.
  • Continue to build capacity of families and professionals people supporting children with communication difficulties across the education, health and disability sectors
  • Build a library of Cambodia-focused speech therapy resources
  • Facilitate strong university partnerships and assist with curriculum development which is academically rigorous and relevant to Cambodia.
  • Continue to advocate within Government and civil society for speech therapy to be funded as a universally accessible, locally led service.
  • Facilitate the development of a speech therapy profession within Cambodia.

Position Purpose:

The primary purpose of this position is to implement core project activities, represent OIC within network activities and work with the OIC team in training, resource development and client focused activities. This includes implementation of detailed activity plans, supporting budget monitoring and reporting, and professional communications inside and outside of OIC team.

OIC Program Plan:

OIC has core project areas as follows

  • Training/capacity building of staff within education, health and rehabilitation sector
  • Direct speech therapy services – working with people with communication and swallowing difficulties
  • Advocacy and awareness: For both government and society
  • University course and ST profession development and networking

Duties
  • Under guidance of speech therapist, lead specific ST related training and material development
  • Make and demonstrate communication aids and training materials
  • Informational counseling about ST topics to families and professionals
  • Present ST training, with support from ST and program team
  • Fulfill tasks in Project Planning, Implementation and Monitoring
  • Support logistical aspects of activities such as training venue arrangement and phone calls to participants. Keeping of attendance sheets and photo documentation
  • Support program team with activity budgets/costing – liaise with administration team
  • Conduct communications and develop forms/tools for activity level monitoring and evaluation
  • Establish a feedback/reporting process for key project activities and complete this
  • Contribute to team discussions and critically analyses the progress of projects, identifying strengths that should be replicated and issues that require problem solving and resolution
  • Provide English translation at meetings and forums in person and online for foreign ST’s
  • Frequency travel to the field and assist the project activity training and implementation in all OIC’s target areas in Phnom Penh and provinces.
  • Partnerships
  • Participate in Speech therapy interest group, networking with group members and using this group to share OIC work and priorities
  • Learn about existing strategic OIC partnerships and key stakeholders and work with program team to identity new relevant contacts
  • Develop positive relationships with key relevant and various government and non-government partners and stakeholders, and people with communication disabilities and their families contributing to the successful outcome of the program activity implementation.
  • Maintain confidential data based on key OIC contacts and beneficiaries.
  • Identify strategic partnerships with various government and non-government stakeholders that serve the aims of OIC’s strategic plan and feedback to University coordinator and program team
  • Communications
  • Support the team to design content and materials for FB and other social media communications
  • Use professional phone and internet manner with People with communication disabilities, their families, NGO staff and government staff.
  • Work with OIC Communications team to regularly promote the project work being carried out by the Project Team, ensuring photos and information are passed on in timely manner
  • Ensure to document key activities with photos that are respectful and have consent
  • Represent OIC at relevant forums that are related to the key projects of OIC, putting forward OIC’s key platforms, synthesizing information received and reporting this back to the project team
  • Ensure all project documentation is completed accurately, timely and comprehensively
  • Supply project activity information each month to feed into Program Team reports

Requirements
  • Essential qualifications, experience, skills, and personal attributes:
  • Khmer National
  • At least 2 year Community Disability worker experience within government or NGO
  • Excellent time management and organizational skills
  • Strong communication skills with a wide range of Cambodian people including people with communication disabilities and their families
  • Experience working in cross-cultural team
  • Desirable (not essential) qualifications, experience, skills, and personal attributes:
  • Strong computer skills and basic Social media literacy
  • Experience in project implementation and evaluation
  • Experience working in provinces and with community level government services
  • Experience developing communication resources
  • Strong English skills (written and spoken)
 

Project Accountant Intern

Position Purpose:

The purpose of this position; Project Accountant Intern is to support the accounting and finance system; for accountabilities of the project. He/she will as well as assist in the accounting and finance operations as daily needs activities. He/She will manage employee records, organize files, answer calls, update financial spreadsheets, procurement, and provide support for the entire organization through the direction of the Operations Manager.

Duties
  • Implementation of Accountant and Finance Functions
  • Accounting/Financial implementation and control:
  • Implement the accurate accounting system in accordance with OIC rules, procedures and policy including project expenditure records, etc.
  • Ensure accuracy using OIC’s stamps of all payment voucher and all other supporting documents.
  • Records, updates and monitors daily expenses to ensure appropriate control over budget and expenditure (office operations and projects activity expenses), and other financial transitions in QB system.
  • Make the payment process and maintain individual staff mission expenditure; advances and balance.
  • Perform basic bookkeeping tasks including data entry into QuickBooks System, keeping recording cash in cash out, bill paying, mailing checks, making deposits/withdrawals, running financial reports etc.
  • Ensure adequate financial control and compliance for all program payment vouchers and all required supporting documents.
  • Assist to maintain the final documents relating to accounting and finance.
  • Adhere to the organization’s financial policies and procedures.
  • Proper management and control of petty cash.
  • Other rotate works assigned by Line Supervisor
  • Assisting Administration Functions
  • Assist to implement on Administration system and recording; staff salaries, staff well-being learning executed for a good practice at OIC.
  • Assist to coordinate all administrative support functions, including office organization and procedures, filling, staff records and files, staff insurance/NSFF, scheduling, and meeting.
  • Other related duties and responsibilities as assigned by the Line supervisor.
  • Other Tasks
  • Attend staff meetings, staff retreats, and other meetings as deemed necessary.
  • In collaboration with project and management staff to insure the timely and quarterly financial report for the OIC projects.
  • Be able to work under pressure and handle incidental projects expense issues
  • Perform other duties as assigned by the line supervisor
  • Support the admin team to ensure team culture, motivation and morale are maintained throughout the OIC team.
Requirements
  • Essential qualifications, experience, skills, and personal attributes:
  • Accounting certificate, Equivalence or Bachelor’s degree in Business Administration, Accounting, and/or Finance.
  • Excellent time management skills; ability to prioritize tasks.
  • Self-directed and able to work without supervision.
  • Experience in office assistant, Accounting and Finance responsibilities in a related field.
  • Highly organized multi-tasks who work well in a fast-paced environment.
  • Proficient computer skills, including Microsoft Office suite (Word, PowerPoint, and Excel) and QuickBooks; updating calendars is a must.
  • Experience working on time-sensitive projects.
  • Easy-going, flexible and happy to be part of a team.
  • Ability to critically analyse and synthesize information, using problem-solving and lateral thinking
  • Desirable qualifications, experience, skills, and personal attributes:
  • At least one and two years of academic studying degree in accounting/finance,
  • Good communication skills in English and Khmer are encouraged
  • Advanced level in Excel and PowerPoint
