Overview

In the Cambodia Field Office, the Contractor will closely collaborate with IJM Cambodia's leadership team to ensure that the program reporting function effectively achieves its program goals and mission. This role demands excellent program management skills, advanced communication abilities, a proactive approach to problem-solving, analytical thinking, in-depth knowledge of the Cambodian public justice system, and a strong dedication to the success of IJM Cambodia's mission.

Key Result Areas

The success of this role is measured by key result areas, which are listed below:

  1. Serve and lead as a process owner and report writer for all IJM reporting requirements and compliance to government institutions, IJM Hub & Global, and external donors;
  2. Assist in quality assurance on external grant reporting to donors and sub-grant reporting from partners to ensure meaningful quality compliance;
  3. Maintain processes to ensure unified, collaborative, and aligned program reporting against its mandates and strategy;
  4. Ensure seamless collaboration and alignment with all relevant Forced Labor Slavery Hub projects and activities.
Duties
  • Quality and timely program reporting: Overall responsibility for all facets of program implementation reporting for both internal and external audiences to ensure accountability, learning, and adjustment to achieve IJM program strategy.
  • Lead in compiling different reports by working with project team members and partners for inputs;
  • Ensure staff understands reporting tools, templates, collaboration platforms, workflow, timeline, and processes for collecting and preparing periodic reports;
  • Design clear plans and communications for timely collection, refinement, review, and submission of quality reports.
  • Gather structured feedback and learning to inform leadership and identify areas for improvement in projects.
  • Work closely with MERL staff to effectively gather data from project team members and partners for quality reporting.
  • Communicate sub-grant reporting requirements to partners.
  • Provide coaching support to implementing partners to strengthen their reporting abilities.
  • Collaborate with external partners to understand any changes to reporting requirements.
  • Ensure essential data is captured and readily accessible for all purposes.
  • Work alongside Program Management counterparts in the Hub to enhance unity and alignment of the Hub programs.
  • Supervisory Responsibility:
  • This position reports to the Country Director.
Requirements
  • Education & Experience:
  • Graduate degree in International Development, Monitoring & Evaluation, Law, Social Work or a related field, or equivalent work experience;
  • At least 2 years experience in Program/Project Management, Program Management certification is desirable;
  • Experience providing legal or social work case management services to victims of violence;
  • Knowledge of Cambodia’s public justice system, laws and policies, diplomatic protocol, and relevant CTIP stakeholders;
  • Experience working alongside and providing technical support to government agencies through workshops, committees, forums, or technical working groups;
  • Experience training/equipping/teaching peers and technical experts.
  • Technical Competencies:
  • Proficiency in Report writing skills with strong communication skills in English (Number 1 requirement). Khmer language skills are desirable.
  • Proven ability to improve results and impact of projects through program management and program improvements;
  • Solid knowledge in program data tracking and reporting;
  • Effective coaching and training skills;
  • Non-Technical Competencies:
