The National University of Battambang (NUBB) is a public university in Battambang City and an important center of Higher Education in Northwestern Cambodia. It offers undergraduate and graduate programs. The Faculty of Sociology and Community Development (FSCD) comprises the Departments of Sociology, Community Development, Economics and Law, with a thematic focus on peace, the environment and gender. The Faculty has established a partnership with the Civil Peace Service regional program “Southeast Asian University Partnership for Peacebuilding and Conflict Transformation” (SAUP), implemented by the German development cooperation agency GIZ. SAUP supports universities in Cambodia, the Philippines and Timor Leste in developing curricula for peace and conflict studies. It provides partners with technical and human resources to support their capacity in curriculum design and contextualisation, and with opportunities for networking and professional development.

At NUBB-FSCD, SAUP supports the development of a new undergraduate program in Peace and Sustainable Development. The curriculum will be crafted in close cooperation with partners from civil society organizations and local governmental bodies. The program will integrate good practices and methodologies employed by peacebuilding and sustainable development practitioners operating both within the local community and across Southeast Asia. Moreover, the program will encompass experiential learning opportunities beyond the conventional classroom setting, English language and digital skills courses. By incorporating these elements, the program aims to equip graduates with capabilities vital for their future endeavours beyond the university setting. The program is expected to start in late 2023.

Finance and Support Officer

The Finance and Support officer will be part of a team that provides support for NUBB-SAUP cooperation, administration and finance of BA in Peace and Sustainable Development. This includes budget planning, day-to-day financial management, financial reporting, support and coordination within university structure.

Dependency

The Finance and Support Officer reports to the Dean of the Faculty of Sociology and Community Development, Dr Seng Ratha. Day to day activities within the project are also supported by SAUP advisors. The project is under SAUP Coordinator Sadie O’Mahoney.

Contract Period: July – December 2023, with the possibility of extension.

Salary: depending on qualifications.

Duties
  • Under the supervision of the Dean of the Faculty of Sociology and Community Development, the Finance and Support Officer will:
  • Prepare annual budget plan for NUBB-SAUP’s BA in Peace and Sustainable Development Program at NUBB.
  • Prepare quarterly budgetary projection for NUBB-SAUP’s program activities.
  • Prepare finance voucher for NUBB-SAUP’s activities, including but not limited to curriculum development, workshops/meetings/training, Peace Lab, student and stakeholder events, etc.
  • Ensure all expenditure are valid, justifiable with all supporting documents and comply with NUBB and GIZ’s procedures and policies.
  • Maintain asset register for NUBB-SAUP.
  • Organize quarterly meeting on NUBB-SAUP’s activity progress to management team of the faculty and NUBB, including the Rector.
  • Act as liaison to support administration, finance and reporting between the Faculty, Finance and Rector’s office.
  • Act as liaison between NUBB and GIZ-SAUP to support the implementation of BA in Peace and Sustainable Development, finance reporting and administration.
  • Support NUBB-SAUP’s program team in administrative, finance process, purchase request and procurement of goods and services.
  • Prepare monthly, quarterly and annual financial acquittals and reports and assist in preparation of narrative reports.
Requirements
  • Bachelor in accounting, finance or related field
  • Three years of experiences in accounting and finance
  • Experience in donor-funded project is preferable
  • Additional experience in national and international non-governmental organizations will be an added advantage
  • Fluency in Khmer and good command of English language skill
  • Proficiency in MS. Office and knowledge of computerized accounting is desirable
  • Strong interest in professional development in accounting, financial management and higher education-related topics
  • Willingness to work as part of an international and intercultural team on tight deadlines
  • Willingness to adhere to university working hours (8a.m. to 5p.m.), subject to government and university regulations
