Our Cambodia Office is seeking for a consultant to provide the service on End Project Evaluation for Safe Drinking Water for Cambodia.

Based in Takeo, Battambang, Kampong Thom, and Kratie Provinces which start from 1 April to 30 May 2023

Project Background and Purpose (Key Highlights 100 words only)


Background:

The School Safe Water (SSW) Project is implemented by World Vision International-Cambodia and funded by Procter and Gamble (P&G) through World Vision United States (WVUS). The project has been implemented for seven phases, spanning from 2010 to 2023. This is in phase VII designed and implemented for a period of 19 months in four target districts named Borei Cholsar in Takeo province, Rukakiri in Battambang, Kampong Svay in Kampong Thom, and Sambour in Kratie province. The project distributed 3,673,130 P&G packets and benefited over 5,857 households in 92 villages of 12 communes and over 6,015 school children in 33 public primary schools and benefited 5,125 households for disaster/emergency response.

The main project interventions were focused on capacity development, school WASH facility improvement, safe drinking water and hygienic behavior change of people in remote rural communities and school children. In the course of project implementation a main product for school and household water treatment technology named P&G water purifier was free distributed for communities and schools.

Bid Components

Consultant to Provide the Service on End Project Evaluation for Safe Drinking Water for Cambodia

Purpose:

The primary purpose of this evaluation is to assess the progress towards the project’s goal, outcomes and impact of the implemented activities and identify lessons learnt and recommendations for other project implementations. Additionally, the findings will be kept as baseline data to reflect about the achievements over any periods of next phase’s implementation. The indicators in the current logframe which also include the use of improved water and hygiene practice rates will be used to track the changes over time of future’s implementation.

Objective: (max 3-5 outcomes)

  1. To assess the progress made towards achieving the project’s goal and outcome based on the current logframe, design and monitoring data.
  2. To examine the long term change of community members’ lives from the contribution of the project.
  3. To determine the sustainability of community groups and local partners related to overall management, community participation, functional structure, partnering, and ownership of implementing and monitoring.

Requirements:

  • At least Master degree of rural development or other related fields
  • 5-10-year experiences and professional expertise of evaluation of the community development works and especially to assess the capacity of small groups and sustainability.
  • Good proficiency in English and Khmer
  • Good analytical and writing expertise
  • Excellent coordination, organizational/management and communication skills
  • Ability to work independently and under tight time constraints
  • Ability to provide training on quantitative data collection tools to all enumerator
