The Arbitration Council Foundation (ACF), a registered not-for-profit foundation, provides technical, legal, and management support to the work of the Arbitration Council. The ACF has personnel working in teams, including Executive Management; Legal Services; Training & Communications; Finance & Administration; and Monitoring & Evaluation.
The Arbitration Council (AC) is internationally and nationally recognised as Cambodia’s premier labour dispute resolution body. A national institution for resolving labour disputes and provided for under the Labour Law (1997), it is supported by the Ministry of Labour and Vocational Training, employers, and unions.
ACF is actively implementing its program called, Dispute Prevention and Resolution Program (DPRP) in some selected enterprises. The programme aims to strengthen the capacity and skills of employers, trade unions, and workers' representatives so that they can proactively and actively engage in dispute prevention and resolution in their workplace.
Department : Training & Communications Department (TCD)
Location : Arbitration Council Foundation (ACF) office, Phnom Penh
Reporting to : Training and Relations Manager (TRM)
Salary Range : $ 1,000- $ 1,300 (Based on qualifications)
Work hours : The IRT will work full time (40 hours per week) from Monday to Friday during the hours below:
Morning: 8:00 A.M. to 12:00 P.M.
Afternoon: 1:30 P.M. to 5:30 P.M. or 2:00 P.M. to 6:00 P.M.
Due to the nature of the work, ACF personnel are sometimes required to work outside normal hours because of necessary events or meetings. For this reason, the IRT is expected to be flexible and may be required to work outside of normal hours.
Duties and Responsibilities:
The IRT, as a senior role within the Executive Management Team (EMT), will share responsibilities in the management of ACF, including the initiation and development of strategies, policies, and tools to ensure strong support to enhance good governance of the AC/F.
In consultation with Executive Director, DED, TRM, and collaborating with the EMT, the IRT is responsible for key aspects of the ACF internal management to ensure it consistently achieves its organisational and overall management of the partnership, outreaching, training and dispute mechanism component including the coordination and performance management.
The IRT is expected to deliver high-quality results for ACF in the implementation of training and outreach programs, which includes improving communications, social dialogue, and workplace relations at the enterprise and sector levels. In particular, the IRT will be working with a number of selected enterprises to provide knowledge and skills on dispute prevention and resolution, and ensuring their dispute prevention and resolution program and activities are functional, effective, and sustainable.
