Announcement Description

The National Institute of Public Health (NIPH) is a public administration institute with three main functions. First, it serves as the national reference laboratory. Second, its technical bureau provides the Ministry of Health (MOH) with evidence-based advice in various fields, based on health policy and systems research. Finally, it provides public health training, including Master of Public Health, MSc. programs in Epidemiology, Nutrition, Master of Hospital Administration, and Master of Community Health and Development. To improve its digital strategy and utilization, NIPH is looking for a highly competent position of a software developer (Programmer) to work fulltime at our institution under the direct supervision of NIPH Director.

Job Summary

To develop, updating, maintaining NIPH website HRMS, MRBS Moodle learning management system for the School of Public Health (SPH) and supporting the Cambodia Journal of Public Health (CJPH) system, library and other necessary tasks required by the NIPH.

Duties

Provide technical support and maintenance on exist NIPH website, HRMS, MRBS, Moodle learning management system, CJPH system and library database Upgrade existing website and system
Establish current system document.
Assess the existing security level and take steps forward for system prevention
Determine security violations on system.
Implement and monitor the security of the NIPH digital system
Be responsible for standard operating procedure writing and coding for specific requirements
Support and maintain existing software as per request
Perform related duties required by the institute

Requirements

At least Bachelor degree or higher level in information technology, computer science, software programming or a related field
At least 4 years’ experience with PHP
Strong knowledge of CMS (Joomla, CodeIgniter, WordPress)
Strong knowledge of React JS
Strong knowledge of jQuery, AJAX, HTML-5 CSS-3, JavaScript, Bootstrap
Strong knowledge of MySQL
Good experience of working with Rest API
Good experience of cPanel
Good experience on Cyber security is a plus
Ability to work independently
Self-motivated, creative innovative, willing learn new technologies
Good communication skills, and writing both Khmer English.
Strong interpersonal and human relations.
Able to work in a dynamic environment that requires greater flexibility adaptability.
Good attitude team player spirit
