with Climate Adaptation and Resilience in Cambodia's Coastal Fisheries Dependent Communities Project
INTRODUCTION OF THE PROJECT
Cambodia ‘s coastal fishing communities are amongst the most vulnerable, due largely to high dependence on natural resources, direct exposure to climate vectors (i.e. storms, sea level rise and changing rainfall), overall poverty, remoteness and marginalization. Women have even less adaptive options available to them, as traditionally they have less influence over the decision-making processes, including those related to climate adaptation. The project will build on baseline of existing policy, legal, and technical measures and investments and provide additional financing to generate effective adaptation models and establish support frameworks that empower vulnerable communities, as the anticipated challenges and costs to address them will increase with climate change.
The project will work towards the achievement of four interlinked components to contribute to the project objective:
The project is funded by Global Environmental Facility (GEF) with an amount of USD 4,350,000.00 covering 5 years period and is being implemented by Food and Agriculture Organization of the United Nations (FAO), Ministry of Environment (MoE) and Fisheries Administration (FiA) of Ministry of Agriculture, Forestry and Fishereis (MAFF).

Duration: 10 person weeks covering the period of 2 years
OBJECTIVE AND JUSTIFICATION OF THE PROJECT
The FAO-LDCF project entitled “Climate Adaptation and Resilience in Cambodia’s Coastal Fishery Dependent Communities”, (“CamAdapt”), with the objective “Coastal fishery dependent communities adapt to climate change through strengthening coastal ecosystem and adapting their livelihoods” will help Cambodia’s coastal communities become more resilient to climate variability and change.
REPORTING LINES
The National Safety at Sea Expert reports directly to the PMU, under the overall supervision of the National Project Director of FIA. He/she will work in coordination with the Project Management Unit (PMU) of CamAdapt, Technical Experts of short-term CamAdapt consultants, FiA, MoE and Technical Experts from FAORAP if necessary.
TECHNICAL FOCUS
Under the overall supervision of Project Agency, he/she will be working in coordination with the international and national CamAdapt consultants/experts and will work in close cooperation with FiA/PMU and MoE. The National Safety at Sea Expert will play key role in building capacities of national project staff through on-the-job mentoring. The National Safety at Sea Expert is expected to play a lead role in particularly Activity 3.4.1, Activity 3.4.2 and Activity 3.4.3.

He/she will work in coordination with the PMU of CamAdapt, Technical Experts of short-term CamAdapt consultants FiA, MoE and FAO Technical Experts from FAORAP if necessary.

He/she will work in coordination with the PMU of CamAdapt, Technical Experts of short-term CamAdapt consultants, FiA, MoE and Technical Experts of FAORAP if necessary.
TECHNICAL FOCUS
Under the overall supervision of Project Agency, he/she will be working in coordination with the international and national CamAdapt consultants/experts and will work in close cooperation with FiA/PMU and MoE. The International M&E Expert reports directly to the Project Management Unit (PMU), under the overall supervision of the National Project Director of FIA. He/she will work in coordination with the PMU, International Technical Advisor, CamAdapt Consultants, FiA and MoE and Technical Experts of FAORAP if necessary.
TECHNICAL FOCUS
Under the overall supervision of Project Executing Agency, and in close coordination with the CamAdapt consultants and government counterparts, he/she will be responsible on developing the M&E framework for the CamAdapt, and provide clear guidance on how to monitor indicators, in coordination with the international and national consultants/experts and will work in close cooperation with FiA/PMU and MoE. The International M&E Expert will play key role in building capacities of national project staff through on-the-job mentoring. The International M&E Expert is expected to play a lead role in particularly Activity 4.1.1 and Activity 4.1.2.

The International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist reports directly to the Project Management Unit (PMU), under the overall supervision of the National Project Director of FIA. He/she will work in coordination with the PMU, Chief Technical Advisor (CTA), CamAdapt Consultants, FiA, MoE and Technical Experts of FAORAP.
TECHNICAL FOCUS
Under the overall supervision of Project Executing Agency, CTA and PMU in coordination with the international and national consultants/experts of CamAdapt will work in close cooperation with FiA/PMU and MoE. The International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist will play key role in building capacities of national project staff through on-the-job mentoring. The International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist is expected to play a lead role in all components of the project. The consultant will contribute to reviewing of fisheries and coastal policies, and lead country teams for the capacity need assessment for stakeholders for Climate Change Adaptation, and the development of a CFI and CPA monitory system, as well as guide the development of climate-resilient management plans of coastal protected areas and of community fisheries.
