INTRODUCTION OF THE PROJECT

Cambodia ‘s coastal fishing communities are amongst the most vulnerable, due largely to high dependence on natural resources, direct exposure to climate vectors (i.e. storms, sea level rise and changing rainfall), overall poverty, remoteness and marginalization. Women have even less adaptive options available to them, as traditionally they have less influence over the decision-making processes, including those related to climate adaptation. The project will build on baseline of existing policy, legal, and technical measures and investments and provide additional financing to generate effective adaptation models and establish support frameworks that empower vulnerable communities, as the anticipated challenges and costs to address them will increase with climate change.

The project will work towards the achievement of four interlinked components to contribute to the project objective:

  • Component 1: Strengthening policy coordination and capacity development for an adaptive enabling environment
  • Component 2: Sustainable Ecosystem Management for coastal resilience
  • Component 3: Fishing Community Adaptation Capacity strengthened
  • Component 4: Knowledge Management

The project is funded by Global Environmental Facility (GEF) with an amount of USD 4,350,000.00 covering 5 years period and is being implemented by Food and Agriculture Organization of the United Nations (FAO), Ministry of Environment (MoE) and Fisheries Administration (FiA) of Ministry of Agriculture, Forestry and Fishereis (MAFF).

OBJECTIVE AND JUSTIFICATION OF THE PROJECT

The FAO-LDCF project entitled “Climate Adaptation and Resilience in Cambodia’s Coastal Fishery Dependent Communities”, (“CamAdapt”), with the objective “Coastal fishery dependent communities adapt to climate change through strengthening coastal ecosystem and adapting their livelihoods” will help Cambodia’s coastal communities become more resilient to climate variability and change.

REPORTING LINES

The National Safety at Sea Expert reports directly to the PMU, under the overall supervision of the National Project Director of FIA. He/she will work in coordination with the Project Management Unit (PMU) of CamAdapt, Technical Experts of short-term CamAdapt consultants, FiA, MoE and Technical Experts from FAORAP if necessary.

TECHNICAL FOCUS

Under the overall supervision of Project Agency, he/she will be working in coordination with the international and national CamAdapt consultants/experts and will work in close cooperation with FiA/PMU and MoE. The National Safety at Sea Expert will play key role in building capacities of national project staff through on-the-job mentoring. The National Safety at Sea Expert is expected to play a lead role in particularly Activity 3.4.1, Activity 3.4.2 and Activity 3.4.3.

Duties
  • The National Safety at Sea Expert will have strong technical background on early warning and disaster risk reduction mainstreaming in fisheries and natural resources sector, particularly in coastal fisheries and protected area.
  • Specifically, he/she will:
  • Coordinate together with International EWS for fisheries and Climate Change Adaptation - Fisheries Livelihoods/Gender Specialist, National consultant on DRR and EWS and SNS to assess the current early warning and disaster risk management systems and identify gaps relating to fisheries communities’ needs (activity 3.4.1).
  • Working closely with the international EWS for fisheries, National consultant on DRR and WES and SNS to ensure coastal DRM plans include fisheries-specific needs and enhance the current EWS/weather forecast system to address the needs of coastal fisheries together with community-based disaster management committee (e.g. Mobile Programme implemented by People in Need and Safe the Children) (activity 3.4.2).
  • Coordinate together with the National Expert on DRR and EWS to conduct meeting(s) (preceding each season) among key stakeholders (Community based Management Group, Cfi members, representatives from Provincial Disaster Management Committee, and representatives from provincial department of water resources and meteorology, and Fisheries Administration Cantonment, and Provincial Environment Department and local authorities) to share and reflect on the weather forecast system and planning activities (fishing/aquaculture/rice farming, etc.), and conducting consultation for the development of an Early Warning Systems and Safety at Sea to implementation of pilot activities related to climate change adaptation and addressing (activity 3.4.3).
  • Carry out any other relevant duties as required in order to achieve the above tasks.

  • Specifically, he/she will:
  • Coordinate with the International Climate Change Adaptation - Fisheries Livelihoods/Gender Specialist, Mangrove Friendly Aquaculture Expert and National Aquaculture Expert (Mangrove Friendly Aquaculture, Crab Bank, Cage Culture) and SNS to design and implement different climate change adaptation and resilient livelihood initiatives including establishing dike, improving landing site, mangrove friendly aquaculture and freshwater access etc. to implement gender-differentiated initiatives to reduce climate risk of fisherfolk (Sub activity 3.2.1.1).
  • Coordinate with International Climate Change Adaptation - Fisheries Livelihoods/Gender Specialist, and Mangrove Friendly Aquaculture Experts, also National Aquaculture Expert (Mangrove Friendly Aquaculture, Crab Bank, Cage Culture) to provide advice on climate risk infrastructure features and SNS, of CamAdapt, to implement gender-differentiated initiatives to reduce climate risk of fisher folk (Sub activity 3.2.1.2).
  • Working closely with SNS, to carry out any other relevant duties as required in order to achieve the above tasks.

The International M&E Expert reports directly to the Project Management Unit (PMU), under the overall supervision of the National Project Director of FIA. He/she will work in coordination with the PMU, International Technical Advisor, CamAdapt Consultants, FiA and MoE and Technical Experts of FAORAP if necessary.

TECHNICAL FOCUS

Under the overall supervision of Project Executing Agency, and in close coordination with the CamAdapt consultants and government counterparts, he/she will be responsible on developing the M&E framework for the CamAdapt, and provide clear guidance on how to monitor indicators, in coordination with the international and national consultants/experts and will work in close cooperation with FiA/PMU and MoE. The International M&E Expert will play key role in building capacities of national project staff through on-the-job mentoring. The International M&E Expert is expected to play a lead role in particularly Activity 4.1.1 and Activity 4.1.2.

Duties
  • The International M&E Expert will have strong technical background on monitoring climate change adaptation projects, particularly focused on coastal fisheries and aquaculture.
  • Specifically, he/she will:
  • Work together with Chief of Technical Advisor (CTA), CamAdapt consultants, FiA/PMU and MoE, he/she will lead together with the national M&E expert to develop and implement the Monitoring, Evaluation and Learning (MEAL) plan/framework for CamAdapt project including gender-specific indicators and targets to ensure a link to on-going government M&E systems (activity 4.1.1).
  • Work together with CTA, CamAdapt consultants, FiA/PMU and MoE, he/she will lead the provision of inputs and backstopping support to the design and monitoring of baseline activities (based on agreed gender sensitive indicators) in coordination with the consultancy team or firm of the baseline (activity 4.1.2).
  • Help identify change stories for M&E tracking, as well as communications and lessons learned.
  • Carry out any other relevant duties as required in order to achieve the above tasks.
Requirements

  • Advanced university degree in fisheries, climate change, business administration or a related discipline;
  • Between 10 to 15 years of relevant experience in fisheries, climate change, and/or project planning/formulation/implementation including monitoring and evaluation;

TECHNICAL FOCUS

Under the overall supervision of Project Executing Agency, CTA and PMU in coordination with the international and national consultants/experts of CamAdapt will work in close cooperation with FiA/PMU and MoE. The International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist will play key role in building capacities of national project staff through on-the-job mentoring. The International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist is expected to play a lead role in all components of the project. The consultant will contribute to reviewing of fisheries and coastal policies, and lead country teams for the capacity need assessment for stakeholders for Climate Change Adaptation, and the development of a CFI and CPA monitory system, as well as guide the development of climate-resilient management plans of coastal protected areas and of community fisheries.

Duties
  • The International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist will have strong technical background on gender and climate change adaptation mainstreaming in fisheries and natural resources sector, particularly in coastal fisheries and protected area.
  • Specifically, he/she will:
  • Together with CTA, International environmental economics and ecosystem valuation expert, Climate Change Adaptation in Coastal Areas (Climate Science and Vulnerability Assessments), national experts and Senior National Specialist (SNS), leads overall technical review on fisheries and coastal policies and legal framework and identify gaps and needs in existing policies to enhance climate resilient fisheries and aquaculture investments (activity 1.1.1).
  • Together with international and national experts, leads the technical design and develop a Climate Change Adaptation Action Plan for coastal fisheries dependent communities through multi-stakeholder consultations (activity 1.1.6).
  • Together with international and national experts, participate and provide inputs on carry out a gap analysis of climate change policies, strategies and plans in order to provide recommendations and knowledge products for mainstreaming the fisheries and coastal ecosystem into those climate change related legal frameworks (activity 1.2.1).
  • Facilitate knowledge sharing through participation in regional and global workshop(s) on climate resilient policies and practices for fisheries/mangroves/ (activity 1.2.3).
  • Works with the CamAdapt consultants, to design the capacity need assessment and provide backstopping support to the FiA and MoE to carry out in implementing the capacity need assessments related to climate change adaptation in coastal areas and impacts on fisheries and coastal ecosystems (activity 1.3.1).
  • Work with the national climate change, Costal Ecosystem (on mangrove, coral reef and seagrass) and community organizer and partnership consultants to provide capacity development support (training, technical advice, etc.) on climate change issues, gender mainstreaming, adaptation solutions, climate finance, remote sensing, GHG mangrove saving assessments, etc. (activity 1.3.3.).
  • Works closely with international and national ecosystem restoration, and national GIS expert to review and update the historical trends, current status, and spatial distributions of mangroves, seagrass and coral reefs along the whole Cambodian coast to understand the change dynamics of these ecosystems in the project sites and to identify areas of potential restoration, site specific afforestation/reforestation, and enhancement: i) Historical change estimates of mangrove/seagrass/coral reefs to establish a reliable reference level for mangrove forests and continue monitoring of change during or post project period (activity 2.1.1.).
  • Works closely with national DRR and EWS expert, national GIS expert, and national community organizer and partnership expert to backstopping support in the implementation of climate change adaptation and gender priorities of the CPAMPs and other protected area management plans (activity 2.2.1).
  • Together with the national consultants of coastal ecosystems (on mangroves, coral reefs and seagrass) and Community organizer and Partnerships, organize a community meeting/workshop and exchange programme to share lesson learned and good practices on climate resilient CPA management plan implementation (activity 2.3.2).
  • Works with international climate change adaptation in coastal areas and Ecosystem Restoration and GIS experts, national climate change expert and national livelihood and gender expert of CamAdapt, designs and backstopping supports in participatory Rapid Vulnerability Assessments of coastal Community Fisheries, building on previous assessments and ensuring they are gender differentiated along the coastal provinces of Cambodia (activity 3.1.1., linked to output 1.1. and 2.1).
  • Work with International Mangrove Friendly Aquaculture expert, national infrastructure expert, Aquaculture (Mangrove Friendly Aquaculture, Crab Bank, Cage Culture) and national livelihood and gender expert of CamAdapt project to implement gender-differentiated initiatives to reduce climate risk of fisherfolk, such as climate proofing fisheries related infrastructure (for example, establishing dikes to avoid saline intrusion or improving siting of landing sites and fish cages); improving freshwater management for coastal communities (e.g. rainwater collection system); improving safety at sea and early warning systems (activity 3.2.1).
  • Work with International Ecotourism International Expert, and national experts as Post-Harvest (with gender expertise), Aquaculture (Mangrove Friendly Aquaculture, Crab Bank, Cage Culture) and Ecotourism to facilitate implementation of alternative and diverse livelihood options, such as community-based eco-tourism, transitioning to more resilient post-harvest practices and processing of fisheries products (integrating climate change adaptation into value chains and logistical networks), promote mangrove friendly or other small-scale integrated aquaculture (e.g. mud crab, marine fish and shrimp), facilitate the establishment of community financial risk management and livelihood diversification schemes (e.g capacity building) and interventions (e.g. crab-bank) that will enhance resilience and that are gender responsive (activity 3.2.2).
  • Work with national experts as Fisheries and Post-Harvest (with gender expertise), coastal ecosystems and climate change to incorporate climate-related considerations into the CFAMP monitoring systems (activity 3.3.1.).
  • Collaborates with international EWS expert, national DRR and EWS expert, national safety at sea expert to design and asses the current early warning and disaster risk management systems and identify gaps relating to fisheries communities’ needs along the coastline of Cambodia (activity 3.4.1.).
  • Collaborates with international EWS expert, national DRR and EWS expert, national safety at sea expert to develop the EWS and integrate into the local plans and monitoring the implementation.
  • Supports in design and implementation of baseline (activity 4.1.2.) and gender strategy of the CamAdapt project (activity 4.3.2.).
  • Carry out any other relevant duties as required in order to achieve the above task
  • EXPECTED DELVIERABLES/OUTPUTS
  • The International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist is expected to deliver below outputs:Inputs to include in the Climate Change Adaptation Action Plan for coastal fishing communities. E.g. Climate Change Adaptation Plan in Kep, Kampot, Preah Sihanouk and Koh Kong.
  • Inputs to the 4 provincial climate change documents (1 per province) takes into account fisheries/coastal ecosystem considerations, and 1 at the national level. E.g. Strategic Plan for Fisheries, Provincial Strategic Plan, Community Fisheries Area Management Plans (CFAMPs), Community Protected Areas Management Plans (CPAMPs) etc.
  • A report on capacity need assessment for stakeholders for Climate Change Adaptation.
  • Provide climate guidance for the systematic tracking of ecosystem through the CFAMP. E.g. CFAMP’s M&E system.
  • Provide recommendations to update the CFAMPs from all 4 provinces.
  • Guidance to update the 40 CFAMPs to include climate change adaptation/DRM actions (after the revision of 1 or 2 CFMAP per province).
  • Inputs to integrate the climate considerations in the M&E system for CFi and integrated into CFAMPs
  • Update or establish EW system for fishers (including women fishing in inshore and mangrove areas)
  • Contribution to project MEAL plan and implementation
  • Contribution to gender strategy implementation
  • A final report presenting the achievement of the implementation of the assignment.
