The National Center for Tuberculosis and Leprosy Control (CENAT) is the legal entity under the Ministry of Health in Cambodia. In order to manage the project effectively with accountability and transparency, CENAT request for Expressions of Interest (EOI) to support to the Third National TB Prevalence Survey in Cambodia (2023) as described below.

Summary

Objectives

The overall goal of the third national tuberculosis prevalence survey is to gain a better understanding of the burden and trend of disease caused by TB. This information will be subsequently used to develop a plan to improve ways of TB control and care toward Ending TB in support of the Sustainable Development Goals (SDGs) and the End TB Strategy targets.

Primary Objectives include:

To determine the prevalence of bacteriologically positive pulmonary TB (PTB) among the population in Cambodia aged 15 years or older in 2022-2023 specifically:
Xpert Ultra positive PTB
Culture confirmed PTB
Bacteriologically positive PTB (a and/or b)
To assess the trend in prevalence with bacteriologically positive PTB, comparing with the results of the previous surveys in 2002 and 2011 by solid culture; and,
To contribute to re-estimation of Cambodia’s TB incidence and mortality for all ages related to the SDGs and End TB Strategy targets

Duration and anticipated funding level

It is anticipated that activities will commence in the first quarter of 2023 with a total duration of seven-nine months for the first 52 clusters. The funding will be supported by the budget under prevalence survey for the 30 of the 52 clusters. All training and pre-field work, and pilot will be supported through another budget sources.

Responsibility for Costs

Each Respondent to this EOI is solely responsible for all costs it incurs in evaluating whether or not to submit a Response and in the preparation of its Response. Under no circumstances shall CENAT be liable for any costs or expenses borne or incurred by any Respondent.

Special eligibility requirements
Organizations that wish to express their interest should satisfy the following requirements:
be registered to operate under the laws of Cambodia;
has a physical address in Cambodia; and,
not have any current, future, real, or perceived conflicts of interest in providing services to CENAT.*(Need some language here )
Organizations expressing interest should specify whether and how they meet the criteria as given in Section V above on a cover page.
This EOI is open to non-governmental organizations (NGOs), civil society organizations (CSOs), academic and/or research institutions, and private for-profit providers (PFPs).
Organizations in their responses to this EOI must briefly demonstrate the following expertise and experience:
knowledge of the Cambodia health care system (5 page);
ability to manage complex field operations (1 page);
ability to quickly mobilize field teams and provide support to surveyors throughout the life of the survey (1 page)

Confidentiality

CENAT shall regard and treat all information (which is not made publicly available) as being strictly private and confidential and shall ensure that the same is not disclosed, copied, reproduced, distributed or passed to any other person at any time except for the purpose of enabling CENAT to evaluate the response.

Responses to this EOI should be no more than 3 pages in length plus the cover page. Only the four pages of any submission will be reviewed. All submissions should be in Times New Roman 11- point font and include:

Cover page (1 page)

Name and physical address of Organization;
Type of organization – see Section V above;
Any proposed partner consortiums (prime partner with any sub-partners);
Cambodia registration information for (prime) partner;
Name, email and phone number of contact person; and,
Short statement confirming no conflicts of interest (both prime partner and sub-partners, if applicable).

Information in response to Section V above in terms of expertise and experience (no more than 3 pages).
