• Strategy
• Preparing fundraising and business plans for the attainment of the aims and objectives specified by the board of directors.
• Designing and putting into practise ways to further HTK's purpose
• Create fundraising campaigns with the HTK board and SWIM Cambodia
• Governance & Performance
• Ensure that all required reporting and submissions to government ministries are completed in accordance with the law and deadlines established by pertinent government ministries.
• Ensure that adequate safety procedures and measures are in place to protect staff, students, and others who are being educated both in-water settings and in classrooms.
• Analyse HTK's monitoring data and performance.
• Implement interventions informed by the Cambodia Sustainable Goals, National Strategic Development Plan 2019–2023, and WHO Prevention Drowning Implementation Guide 2017 to ensure HTK's activities are evidence-based and employ recognised outcome metrics.
• Communication & Partnership Development
• Networking/ Influencing to build effective working partnerships.
• Carefully create a collaborative relationship with other drowning prevention organisations.
• Speak on behalf of HTK to raise awareness of the organisation and promote drowning prevention measures in Cambodia.
• Regularly update the Board of Directors, the HTK staff, the Khmer-speaking public, and the English-speaking public on the organization's development and all active projects.
• Create academic alliances to promote and support the evidence-base for drowning injury monitoring and drowning prevention.
• Influence and develop agreement with MOEYS to integrate drowning prevention education into the National School syllabus
• Cooperate on fundraising, training, and development with technical partner SWIM Cambodia (a UK charity).
• Operational
• Control everyday activities to ensure the long-term success of the HTK.
• Assure that HTK policies are recognised and followed, working with the HTK board to create new and updated policies as required.
• Plan, actively manage, and oversee HTK's plans and operations while guaranteeing the company's financial stability.
• Assure HTK meets project/program objectives on schedule.
• Assure the implementation of effective monitoring, evaluation, accountability, and learning processes across HTK's work.
• Be willing to take the initiative when making decisions, when needed.
• Use creative thinking and lead decision-making.
• Managing processes such as hiring, probation, firing, and employee development.
• Ensuring that strong risk management solutions are developed and ready to respond to incidents and safeguarding concerns that may arise.
• Following the occurrence of a significant incident or safeguarding issue, take the lead on crisis management and incident investigation.
• Ensure that each employee receives regular supervision and an annual review.
• Recruiting and mobilising
• Oversee the hiring of the first HTK team, which consists of coordinators, an administrator, and teachers of water safety and survival swimming.
• Assemble and mobilise a strong team while supporting, advising, and coaching coordinators and managers.
• Promote a culture of cooperation, support employee growth, and encourage staff accountability.
• Organize, inspire, and mentor HTK managers and team leaders to strategically extend the organization's impact programmes in order to successfully carry out its critical goal.
• Financial Management
• Take an active role in budgetary control, regularly update the board on financial information, and try to ensure the organization's financial stability.
• Effectively handle accounts and budget creation for all HTK costs, promptly alerting the HTK board to any problems.
