VVOB in Cambodia

Since 2004, VVOB supports the Ministry of Education, Youth and Sport (MoEYS) to strengthen Teacher Professional Development, including initial teacher training and in‐service training for schoolteachers, with a special focus on STEM and math education, classroom management and gender responsive teaching and learning.

Currently, VVOB runs a 5‐year programme called Strengthening early grade Maths through Inclusive, Level‐appropriate Education (SMILE), supporting MoEYS to improve early grade math teaching and learning in three provinces – Kampot, Kep and Kampong Thom.

Position Summary

Purpose of the function

As Accountant you contribute to this ambition and these values by ensuring the implementation, management and improvement of a high‐ quality accounting system and processes at the VVOB country office.

Position in the organisation

The accountant reports to the Operations Manager. You are part of the operations department and work closely with your direct colleagues. Furthermore, you work closely together with all other departments within your country and the finance department at Country Office.

More importantly, as Accountant you are responsible for:

You ensure proper and timely use and update of the accounting system and timely collection of good quality accounting documentation according to the latest financial guidelines.

You provide pro‐actively information and support to the program team and relevant partners to improve the accounting system and to develop the capacity of them in the field of accounting and accounting requirements.

You coordinate and supervise the compliance and correct implementation of financial guidelines and procedures.

You are responsible for informing the management on the status of the accounting system, including critical issues, and you identify areas for improvement in the accounting system and processes.

You examine and analyse financial records, prepare financial documents, reports, budgets and calculates tax information according to VVOB and donor’s guidelines.

Duties & Responsibilities:
  • You assist the Operations Manager (OM) and the Country Programmes Manager (CPM) in the development of a budget proposal for a new project.
  • You support the Education Advisors in the development of the budget for the Annual Operational Plan.
  • You analyse the expenditure and plan expenses for our projects and discuss potential implications for HR and operations with OM/ CPM.
  • You prepare the payroll for our staff and calculate the monthly taxes on staff salary and benefits, consultancies and other services including declaration to GDT.
  • Review all payment vouchers to ensure that expenses are charged correctly to the budget codes.
  • Review purchase invoices and request for approval.
  • Scan and upload purchase invoices and vouchers on Teams and SharePoint.
  • Enter and extract data for our financial journal in our accounting software. Prepare fund requests in cooperation with the program team.
  • Prepare a standard financial report for the Accounting and Auditing Regulator (ACAR).
  • Support the OM in the improvement of our internal financial and administrative processes, procedures and policies.
  • Provide the necessary support to our finance officer in performing her tasks.
Requirements:
  • Your expertise and experience
  • Master’s degree in Finance, Business Management or other relevant field or equivalent experience.
  • 3 years experiences in accounting, financial, budgeting and ensure the reporting procedures compliance with donors and latest local law requirements.
  • In depth understanding of economic and accounting principles and practices, the financial market; banking and the analysis and reporting of financial data.
  • Excellent computer skills in MS office and affinity with accounting and financial analysis software.
  • Language skills: Fluent in English and Khmer (verbal and written).
