Position Summary

Responsible for administrative (including procurement and Inventory) and HR works. This includes but are not limited to, RHAC’s premises and safety/security, transportation including vehicles maintenance and scheduling, and organizing RHAC’s events. Represent RHAC and liaise with the government, local authority, and other partners/donors in matters related to the responsibility of the position holder. Supervise drivers at RHAC’s head office, housekeeper at HQ. Work closely with all RHAC’s Program Managers, Admin and Communication Officer, Finance Manager, and the Director of Program. Report to the Executive Director.

Duties
  • RHAC’s Premises and Security (10%): ensure that all RHAC’s premises are maintained properly and with proper security and safety measures. Provide assistance to staff responsible for each project site in the area of renovation/security, ensure that the renovation is conducted with quality and cost-effective. Monitor and communicate with house owners on matters related to rent agreement, including preparing rent agreement. Monitor and communicate with security companies if RHAC hires security guards from the companies. Ensure safety and security of all individual staff at the head office and the Management Members.
  • Office Supply and Equipment (10%): Ensure availability of office supplies at RHAC’s HQ. Maintain and ensure proper functioning of HQ’s office equipment. Prepare quarterly reports.
  • Transportation and Vehicles (10%): coordinate with head of department at RHAC’s head office to provide transportation support to individual staff, e.g. scheduling vehicles or rent vehicles. Monitor and provide assistance to RHAC’s Drivers to ensure that all RHAC’s vehicles are proper maintained with proper maintenance document/files, and have all the requirements requested by the government/donors.
  • Procurement (15%): work with other admin staff and procure supplies, products, equipment, or services; ensure that RHAC follows procurement guideline as agreed between RHAC and donors. If there is no donor guideline, ensure that the procurement process follows RHAC’s policies. Assist the projects with distributing purchased items to relevant project sites. Prepare procurement reports as required by donors (e.g. NCHADS, etc.).
  • Inventory/Assets (15%): work with other admin staff, perform inventory count of all assets belong to RHAC according to RHAC’s policies, and ensure measures against loss of RHAC assets/equipment. Submit inventory reports to the supervisor for review and approval, and directly send to relevant donors. Maintain files of inventory reports.
  • Representation of RHAC (10%): represent RHAC to the government, local authority, and other RHAC’s partners in the areas of administration and procurement, or other matters as assigned by the supervisor. Prepare relevant reports as required by the government.
  • Recruitment (15%): Work with other admin and HR staff and relevant program managers to ensure staff recruitment follow RHAC’s personnel policies (e.g. recruitment process), and review/keep time sheets, assist in preparing staff payroll.
  • Training and Other Events (10%): Provide support to relevant senior staff or trainers when RHAC needs to organize workshops, meeting, training, or other events. The support may include finding venues, quotes, prepare contract with the venue managers/owners, and prepare other logistics support to ensure proper functioning of the events.
  • Others (5%): Perform other tasks as required by the supervisor. RHAC is strictly adhering to child rights and safeguarding policies, all RHAC staff have responsibility to ensure compliance with child right and safeguarding policies.
Requirements
  • EDUCATION:
  • University Degree or relevant short course certificate/diploma
  • EXPERIENCE:
  • Minimum of 4 years working experience as administrative/HR staff
  • OTHER SKILLS:
  • Read and understand working English.
  • Good computer skills in Word and Excel.
  • Need accurate and methodical in work.
  • Able to draft routine correspondence independently.
  • Good interpersonal and negotiation skills
