Shaping a stronger Oxfam for people living in poverty
DEPARTMENT PURPOSE
Oxfam is an international confederation of 19 organizations networked together in 97 countries. As part of a global movement for change, we are working together to end world poverty and injustice. We work with thousands of partners in countries around the world, and employ staff in a wide variety of posts. We work directly with communities and we work with the powerful to enable the most marginalized to be improve their lives and livelihoods and have a say in decisions that affect them.
The CLV Cluster is comprised of three countries i.e. Cambodia, Laos and Vietnam Our Vision for
the CLV Cluster is: A CLV Cluster that increases our impact on the ground, strengthens our ability to influence policy changes at country and regional levels, raises income and saves costs.
Oxfam in Cambodia, which is part of the CLV cluster, we started working in Cambodia in 1979. We are working in partnership with other NGOs, private sectors, the Royal Government of Cambodia, and other development agencies to help the Cambodian people help themselves overcome poverty and suffering. Oxfam in Cambodia has 3 country programs including Voice for Change Program (V4C), Natural Resource Governance Program (NRG) and Inclusive Green Economy and Finance Program (IGEF).
TEAM PURPOSE
The IGEF team focuses on private sector development, climate change and Women’s Economy Empowerment to reduce poverty, environmental impact and climate justice.
JOB PURPOSE
The overall objective is 1) to adjust the current log frame, 2) conduct baseline study 2) conduct mid-line study, 3) establish MEL system 4) Create a MEL manual for the EU-CapFish/Foster Program as well as provide 2 days training to partners and Oxfam team.
Specific Objectives are as follows:
Support provided
Oxfam and partners will provide support and facilitation with local authorities, technical line department of government to ensure smooth collaboration with consultant to make sure work has been done.
Moreover, Oxfam and partners will also provide key relevant documents such as existing logframe, MEAL framework, narrative project report, child friendly school and school WASH assessments, eco-tourism inventory and livelihood study as well as other documents as needed.
SCHEDULE, BUDGET, TIMELINE AND DELIVERABLES
The consultancy is expected to be completed within three months for 50 (fifty) working days from the signing date of the consultancy contract. The consultants will be expected to provide a detailed study schedule against the following milestones:
