The Cambodia Nutrition Project (CNP), with a total financing of $53.00M from June 2019-June 2024, is a multi-sectoral project which aims to improve utilization and quality of priority maternal and child health and nutrition services for targeted groups in Cambodia. The project will finance ‘priority maternal and child health and nutrition services’, a subset of interventions drawn from the MOH Investment Case for Reproductive Maternal Newborn Child Adolescent Health and Nutrition (RMNCAH-N) in Cambodia. These priority services are aimed at reducing neonatal mortality, improving maternal and child nutrition, and improving routine immunization coverage (referred to herein as ‘priority RMNCAH-N outcomes’). The priority services were defined in accordance with the expectation of the Royal Government of Cambodia (RGC) to converge interventions with known effectiveness to increase sustainability and efficiency of RMNCAH-N financing. Target groups include pregnant and lactating women and children in the first 1,000 days of life in Mondul Kiri, Ratanak Kiri, Kratie, Stung Treng, Preah Vihear, Kampong Chhnang, and Koh Kong provinces. These seven provinces were prioritized in the RMNCAH-N Investment Case due to their high burden (in absolute and relative terms) of lagging health outcomes, their relatively high deprivation using multidimensional poverty indicators, and their gaps in supply-side service readiness.

The Ministry of Health (MOH) is recruiting the following National Individual Consultants to carry out and assist the MOH in implementing the Cambodia Nutrition Project (CNP):

Announcement Positions

Technical Assistant to Support NCHP (1 Position)

Duties
  • CPWC Rollout and update
  • Provide technical assistance to NCHP in implementing, tracking progress, and monitoring CPWC implementation;
  • Update the CPWC based on the feedback from the communities/Village Health Support Group (VHSG) or from the Ministry of Health’ s National Program Guideline related to maternal, child health and nutrition that could be performed by the VHSG
  • Provide technical inputs and coordinate the CPWC procurements under the responsibility of NCHP within CNP.
  • Training and Capacity Building
  • Assist NCHP in conducting training as laid out in the CPWC and SBCC HEF promotion implementation plans including develop/update training curriculum and session plan for the VHSG;
  • Assist the NCHP in updating/developing CPWC and SBCC HEF promotion coaching guide/tool for VHSG
  • Support the NCHP in providing training and coaching on CPWC and SBCC HEP promotion to the VHSG
  • Support NCHP in monitoring and supportive supervision for capacity-building and coaching on CPWC and SBCC for the VHSG.
  • SBCC HEF promotion Development and Rollout
  • Facilitate meetings with relevant stakeholders (NCDDS, NMCHC, NNP, and DPHI) to develop a package of SBCC materials including a number of materials, communication objective and audience, key content, channel, and responsible organization to develop;
  • Support NCHP in the training, implementation, tracking, and monitoring of plans for SBCC;
  • Provide technical inputs and support coordination for SBCC procurements under the responsibility of NCHP within CNP.
  • Monitoring and Evaluation:
  • Assist in the tracking and monitoring of achievements versus planned annual target goals;
  • Develop quarterly annual report of the project and report of every meeting.
  • Project management and logistics:
  • Support NCHP in the organization of logistics and arrangements for field visits to improve project design and implementation;
  • Other reasonable tasks as assigned by supervisor.
Requirements
  • At least Bachelor’s degree in relevant field (nutrition, public health, media, project management, international relationship or other similar).
  • Excellent communication and interpersonal skills, with excellent written and spoken Khmer and Proficiency in English language skills required.
  • Strong ability in working in team and work under pressure.
  • Confident and proficient in computer usage, especially knowledge of Microsoft Excel, Word, and PowerPoint; and
  • Ability and willingness to travel to provinces, as necessary

Senior Technical Consultant

The consultant is for Maternal, Child Health and Nutrition supporting DLI-F

Location: based at National Maternal and Child Health Center

Duties
  • Support the DLI-F focal person and DLI-F working group in developing/updating MCHN coaching guideline, and materials for operational districts (OD) assessment team, health centers (HC) and referral hospital (RH)
  • Provide MCHN coaching to OD assessors, and HC & RH staff
  • Conduct supportive supervision with the DLI F team to observe the coaching performed by the OD assessors at HC and or RH and provide technical support to them if it is needed
  • Support the development/update of the Maternal, Child Health and Nutrition (MCHN) scorecard (structural, clinical vignette, competency test and client interview) for the National Quality Enhancement Monitoring Tool (NQEMT)
  • Assist in preparing monthly, quarterly and annual report on the DLI-F implementation progress and make recommendations/intervention for improvement
  • Assist DLI-F working group for preparing the Annual Workplan and Budget (AWPB) and DLI workplan to ensure all DLI-F related activities are included.
  • Support day to day tasks as required by the DLI-F focal person, including but not limited to organizing team meeting, attending MCHN meetings/workshop, prepare reports for each meeting/workshop attended, and translate related documents/materials or translate during the meeting, etc.
Requirements
  • Master’s degree in public health or bachelor’s degree in health professions (medical doctor, midwife, nurse preferred) nutrition and working with international organization and/or development partner in similar area.
  • Broad knowledge and extensive experiences in developing training/coaching curriculum on maternal, child health and nutrition especially in the first 1,000 day of life.
  • Demonstrated ability to establish and maintain strong working relationships with colleagues from different sectors
  • Ability to perform effectively under pressure and with time constraints

Monitoring and Evaluation Officer supporting DLI-F (2 Positions)

Duties
  • Support the DLI-F focal person and DLI-F working group to develop monitoring M&E tool for tracking progress of the coaching activities at health facilities (operational district assessment team, health centers and referral hospitals)
  • Analyze data (presenting in graphs, dashboard, tables etc) on the maternal, child health and nutrition scorecard (MCHN-S) generated by the quality assurance office (QAO) from the CNP ICT platform and provide recommendations for improvement especially related to knowledge and competency tests related to the 1,000 days of life.
  • Coordinate with the provincial coordinators to collect information related to MCHN activities
  • Join the DLI-F working group to conduct the field monitoring visit once required.
  • Assist in preparing monthly, quarterly and annual report, dashboard/factsheets (with graphic, tables etc) on the DLI-F implementation progress and make recommendations/intervention for improvement
  • Participate in CNP evaluation activities (mid-line and end-line) including updating/developing questionnaires, organizing stakeholder consultative meetings, dissemination workshops, etc
  • Assist the DLI-F working group in preparing the Annual Workplan and Budget (AWPB) and DLI workplan to ensure all DLI-F related activities are included.
  • Support day to day tasks as required by the DLI-F focal person, including but not limited to organizing team meeting, attending MCHN meetings/workshop, prepare reports for each meeting/workshop attended, and translate related documents/materials or translate during the meeting, etc.
Requirements

National MCHN Technical Assistant (1 Position)

Requirements
  • Medical Doctor/Master Public Health, at least five-year experiences in administration and management and implementation in health sector.
  • At least three-year experiences in nutrition and maternal child health at the provincial level, especially at the Health Center level.
  • At least three-year experiences in developing annual operational plan and budget plan and writing achievement project report.
  • Knowing the health system in Cambodia.
  • Must not be a government staff. The retirement person or outsider from MoH can submitted application.
  • Demonstrate strong interpersonal communication skills, commitment and team work.
  • Fluency in written and oral English and Khmer is required.

MCHN Administration Assistant (1 Position)

The Ministry of Health invites expressions of interest from eligible, qualified, and experienced national individual consultants to undertake the above-mentioned services which are further detailed in the Terms of Reference for the assignment. The TOR can be obtained from the address during office hours from 7:30 to 12:00 and from 14:00 to 17:30 hours, Monday through Friday, except public holidays.
