Cowater International is managing the Australia-Cambodia Cooperation for Equitable Sustainable Services (ACCESS) Program. ACCESS Program is a five-year (2018-2023) initiative by the Australian Government to improve the sustainability, quality, and inclusiveness of services for persons with disabilities and for women affected by gender-based violence (GBV) in Cambodia.
ACCESS Program reflects Australia’s strong commitment to supporting human rights, gender equality and disability-inclusive development in our region. ACCESS Program works in partnership with the Royal Government of Cambodia (RGC) to support the implementation of the National Action Plan to Prevent Violence Against Women (NAPVAW) and the National Disability Strategic Plan (NDSP).
Background
The second NDSP 2019-2023 promotes inclusion of persons with disabilities in all spheres of life through engaging all government and private entities to take practical actions ensuring that persons with disabilities can explore their full potential.
In June 2023, Cambodia will host the 12th ASEAN Para Games, a biennial Southeast Asian multi-sport event for athletes with disabilities. This competition is an opportunity for the general public to witness full potential of athletes with disabilities. The ASEAN Para Games organising committee has sought the support from ACCESS Program to develop a short video promoting the upcoming ASEAN Para Games in order to draw public attention to this important event.
Separately, the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) has also called for ACCESS Program support to develop a short video to disseminate the positive story of a Leader of a grassroot Organisation of Persons with Disabilities (OPD), in order to encourage local and national government entities to engage with OPDs.
Objective
ACCESS Program, MoSVY and the ASEAN Para Games committee are seeking a professional production team to develop 2 (two) short videos that will provide empowering key messages that demonstrate abilities and potential of persons with disabilities:

The total number of working days for this assignment is estimated to be 22 days spanning over the months November 2022 to January 2023.
The service provider is expected to meet the quality expectations of the deliverables as determined by ACCESS Program and DFAT according to the following set of deadlines:
Expressions of Interest (EOI)
The ACCESS Program is seeking expressions of interest from qualified contractors in the work described above. EOI should be submitted via email to email with the subject line: Consultancy for the development of Videos on disability inclusion. The EOI must include a brief proposal describing your approach to the assignment, CVs of the proposed members of the creative team, portfolio of recent productions, and proposed fees. EOIs will be accepted until 27 October 2022.
