In Cambodia, Swisscontact carries out the Skills Development Programme (SDP) is a project of the Swiss Agency for Development and Cooperation (SDC). The SDP phase 2 (2020 to 2024) is implemented by Swisscontact in a consortium with INBAS and in collaboration with the Ministry of Labour and Vocational Training (MoLVT) and the Ministry of Tourism (MoT). The programme works closely with the government at the national and the provincial levels and with partners such as the National Employment Agency, public and non-governmental training providers as well as the private sector, including small enterprises in the hospitality and other sectors. 

To support us in the project activities we are looking for a motivated professional to fill the Junior MRM officer role. S/he will be responsible for supporting the Monitoring and Results Measurement (MRM) for implementation of the Skills Development Programme (SDP).

Disposition for frequent travelling to the target province

Duties
  • Become familiar with MRM concepts and SDP’s MRM system.
  • Learn how to use SDP’s database, live dashboards and data collection tools.
  • Assure that the required data by SDP MRM system is regularly collected, input, and stored in the quality and timeliness manner.
  • Regularly review data entries to the database and identify gaps and errors.
  • Engage with stakeholders to resolve doubts on the use of the MRM tools; follow up on their progress collecting and entering information to the database; and provide them with any necessary support to ensure quality and timeliness of data collection and delivery.
  • Support the development of evaluation questionnaires and data collection methodologies.
  • Monitor the accurate collection and recording of data by collectors during evaluation studies and provide support if necessary, including conducting interviews with beneficiaries.
  • Support SDP Provincial Coordinators and Field Officers conduct data collection sessions such as end-of-course satisfaction surveys.
  • Conduct surveys with SDP stakeholders for research purposes.
  • Accompany and support the Senior MRM officer during field visits and workshops to engage effectively with stakeholders.
  • Develop relevant documents and conduct field visits and workshops to build the stakeholders’ knowledge on the use of SDP MRM systems and tools and to support the Field Officers.
  • Translate MRM tools and relevant materials from English to Khmer. Review and correct existing translations.
  • Support Intervention Area Managers develop relevant documents in English and Khmer.
  • Assure effective Monitoring and Result Measurement (MRM) system continuously measures the programme’s LogFrame indicators and others indicators.
  • Carry out other activities related to the implementation of the MRM system as requested by the Senior MRM officer.
Requirements
  • Cambodian national with bachelor’s degree in social science, education, business administration or other related fields
  • Have good knowledge on Microsoft applications and database
  • Fluency in English, both written and spoken
  • Good interpersonal and cross-cultural communication skills
  • Willingness to travel regularly to SDP target provinces
  • Good attitude, open-minded and willing to learn new things
  • Relevant experiences in monitoring and evaluation or related field sedge
