IFES is currently recruiting for a full-time Deputy Chief of Party (DCOP) for the anticipated 5-year, USAID-funded Advancing Youth Leadership Activity in Cambodia. The activity will enhance the capacity and leadership of youth, including those from marginalized groups, to fully participate in socio-political life, to address local development issues, and to increase civic participation.

The DCOP will be responsible for the technical and administrative leadership of the AYL Activity and serve as the secondary institutional liaison with USAID. The DCOP will be responsible for the day-to-day management and administration of the AYL Activity. USAID/Cambodia expects the DCOP to have significant technical expertise combined with strong communication skills.

This position is based in Phnom Penh, Cambodia and is contingent upon award.

Duties
  • MAJOR DUTIES AND RESPONSIBILITIES:   
  • Under the guidance of the COP, ensure high-quality technical programming through hands-on guidance and support grounded in the program's strategic objectives and adhering to expected technical quality and reporting requirements
  • Participate in the technical and programmatic design of award and partner programs; represent IFES in negotiating with donors and partners
  • Help manage project planning, including the production of annual workplans; help guide and oversee the alignment of the budget to expected results, and review and approve annual budgets and quarterly reports
  • Ensure the cost-effective use of project resources
  • Ensure compliance with HQ and donor requirements, policies, and regulations
  • Under the guidance of the COP, act as liaison to relevant donors and the local government
  • Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations
  • Under the guidance of the COP, help recruit and directly supervise project staff in line with IFES HR policies

  • Education: 
  • Bachelor or Graduate degree in social science, law, or other fields relevant to the Activity.
  • Experience:
  • At least 8 years of progressively responsible experience managing civil-society and civic engagement-related programs in the democracy and governance sector.
  • Proven leadership in the design, management, and implementation of similar sized programs.
  • The ability to develop and communicate a common vision among diverse partners.
  • The ability to lead multidisciplinary teams.

IFES is currently recruiting for a full-time Chief of Party (COP) for the anticipated 5-year, USAID-funded Advancing Youth Leadership Activity in Cambodia. The activity will enhance the capacity and leadership of youth, including those from marginalized groups, to fully participate in socio-political life, to address local development issues, and to increase civic participation.

The Chief of Party will be responsible for the strategic direction, coordination, and management of the Advancing Youth Leadership Activity, including oversight of financial and overall contract management. The COP will serve as the principal interlocutor with USAID and key stakeholders within USAID implementing partners; development partners; the host government; civil society organizations, and relevant private sector organizations, as appropriate. The COP will ensure the Activity meets stated results as per its goal and objectives and responds to reporting requirements in a timely manner. The COP has the leadership role in coordination among various partners, subcontractors, and grantees.

Duties
  • MAJOR DUTIES AND RESPONSIBILITIES:   
  • Ensure timely execution of project activities within the allocated budget, and strategic development and implementation
  • Promote dissemination of evidence and learning from program activities
  • Serve as the IFES representative to USAID, Government of Cambodia representatives, other donors and implementers, and other partners
  • Supervise in-country staff and consultants and provide feedback on performance

  • POSITION SCOPE: 
  • Plan and coordinate technical activities to meet program goals within prescribed timeframes and funding parameters, while maintaining compliance with USAID regulations and IFES policies
  • Provide overall guidance and mentoring to program staff to support development of strategies, budgets, work plans, MEL plans and reporting
  • Ensure the functional integration of all program components and collaboration with USAID and other donor funded programs, government counterparts, non-governmental actors, and other stakeholders.

Requirements
  • Education: 
  • Advanced university degree in international politics, international development, law, public policy, public administration, or related field.
  • Experience:
  • 15 years of progressively responsible international experience managing similar
  • Demonstrated technical expertise managing and leading large civic engagement programs, soft-skill development, civil society, human rights, democracy and/or governance.
  • Demonstrated experience in maintaining relationships with a broad range of stakeholders such as host government counterparts, development partners, implementing partners, civil society organizations, and private sector entities.
  • Demonstrated capabilities in high-level strategic vision, innovative programming, and ability to lead a multidisciplinary team.
  • Demonstrated experience with gender and social inclusion approaches.
  • Demonstrated experience working in Southeast Asia is preferred.
  • Related Skills or Knowledge: 
  • Demonstrated leadership and staff management experience
  • Project administration and financial management skills
  • Knowledge and experience in research methodologies and best practices for program monitoring, evaluation, and learning
  • Experience with financial tracking, and forecasting for USAID-funded projects

IFES is currently recruiting for a full-time Grants Manager for the anticipated 5-year, USAID-funded Advancing Youth Leadership Activity in Cambodia. The activity will enhance the capacity and leadership of youth, including those from marginalized groups, to fully participate in socio-political life, to address local development issues, and to increase civic participation.

The Grants Manager will be responsible for the overall management and execution of the grants under contract (GUC) portfolio of the AYL Activity. The position is very critical since the Activity anticipates a large and complex sub-grant component, working with large number of local entities in many provinces.

This position is based in Phnom Penh, Cambodia and is contingent upon award.

Duties
  • MAJOR DUTIES AND RESPONSIBILITIES:   
  • Administer the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures.
  • Award and administer Grants Under Contracts and consultant agreements
  • Ensure proper negotiation of the terms and conditions and their documentation for sub-grants and contracts.
  • Develop contract and grant award documents
  • Respond to issues that arise during grant, subgrant, and contract program implementation including financial reporting, modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audit findings.
  • Provide policy guidance and interpretation for program staff as well as sub-grantees.
  • Ensure timely training of grantees and IFES staff to understand and comply fully with donor standards. Develop training materials and carry-out regular trainings with grantee partners.
  • Develop a local contracts and grants management manual that that is updated and accurately represents the procedures carried out by IFES
  • Ensure that all required documentation is available and stored as per IFES regulations.
  • Assist with reviewing budget estimates for allowability, reasonableness and consistency.
  • Oversee closeout of awards, and provide oversight to staff for closeout of awards including preparation of final inventories, property disposition under contracts and grants received by IFES.

The Youth Engagement Coordinator will be responsible for overseeing, implementing, and coordinating a variety of programs, and activities in relation to the leadership program and youth civic engagement. This would include, among other things, planning, outreach, data collection, and coordination with youth, civil society organizations, and private sector. The position is expected to develop, manage, and maintain strong working relationships with a broad range of stakeholders to promote their active engagement with youth, youth-led and youth-serving organizations, civil society organizations, and other entities as applicable. They will provide administrative oversight, and logistical and coordination support to ensure the success of the programs designed to inspire, mobilize, and engage youth to improve and create positive community development.

  • Demonstrated experience in capacity building initiatives for youth and community groups, and in community mobilization, coordination, and facilitation.
  • Demonstrated ability to develop and manage civic engagement-focused grants.
  • Knowledge and experience on gender and social inclusion.
  • Good understanding of youth networks and civil society organizations in Cambodia and its development context.
  • Solid communication, interpersonal, negotiation, and relation management skills and experience.
