Announcement Description

The Cambodia Sustainable Development Goal (CSDG) framework was adopted in 2018 with the commitment to implement the United Nations 2030 Agenda for Sustainable Development. The Government has initiated an ambitious development plan to transform Cambodia to be a high-income country by 2050. Cambodia has a blueprint to guide activities to step up development aiming to become an upper-middle-income country by 2030. The Rectangular Strategy – Phase 4 is the key political agenda of the government of the 6th Legislature of the National Assembly. The National Strategic Development Plan (NSDP) 2019 – 2023 has been formulated for implementing of the Rectangular Strategy under the leadership of the Ministry of Planning (MoP), and the collaboration of all development actors.

The Mid-Term Review had been launched under a general leadership of MoP during second semester of 2021 to monitor and evaluate the implementation of the NSDP, especially during the Covid-19 pandemic. It was the process of reviewing successes, challenges and lessons learned on achieving the national development to provide useful and quality information for decision-making and accountability purposes. Multi-stakeholder partnership was significant approach to ensure openness, transparency and inclusiveness in the mid-term review of the NSDP. The approach typically brings together actors from government, development partners, private sector, and civil society in constructive collaboration toward achievement of the national development plan.

Civil society organizations were invited to contribute inputs to this review. An external consultant team had been engaged to solicit inputs: achievements, challenges, and recommendations from around 76 CSOs through out Cambodia who have been working in various sectors. The report was finalized and submitted to the government after it was circulated through dialogue process held in late November 2021.

Overall objective: To assess and find out how the effectiveness of CSOs’ engagement in the aspect of gathering inputs to line ministries, especially the MoP on the approved CSDGs 2016-2030 and mid-term review on NSDP 2019-2023.

Specific Objectives:

  • To review and find out the effectiveness of CSOs’ engagement in the aspect of gathering inputs to line ministries, comparing with the final version of CSOs’ inputs report and the approved CSDGs 2016-2030 and mid-term review on NSDP 2019-2023.
  • To provide recommendations for better engagement with key stakeholders in the process of gathering CSOs’ inputs for policy development of line ministries, especially MoP.

Deliverables

A following deliverable is expected upon the completion of the assignment: A final assessment report on effectiveness of CSOs’ inputs as highlighted in the CSDGs report and mid-term review of NSDP 2019-2023 (English Version). The content of the assessment report should include, background, objective of the assignment and methodology, findings, recommendation and conclusion.

This assignment will be started by mid-August and completed the end of October 2022 with a total ten (10) working days. The selected consultant will be provided flexibilities to manage his/her deliverables by the end of October 2022.
