Kroursar Yoeung Association (KrY) is a local non-governmental organization with no religious or political ties and was established in 2002 with the Ministry of Interior to promote health condition, cognition and development of children, strengthen childcare and parenting, improve and empower families through different development programs.

We are seeking for qualified and dynamic Cambodian national to fulfil the following position:

Major Responsibilities and Expected tasks performance:

Project Manager will be responsible for overall project management, administration, and coordination of the targeted kindergartens under HCC program in two provinces (Tboung Khmum and Kratie) plus one kindergarten (Hanchey) in Kg. Cham. The position will work under the direct supervision from the Executive of Director of KrY. He/she will supervise the project officers who base in the two target provinces above to provide support to the running of the kindergartens according to the plan. The project manager will work closely with other key relevant staff such as the pre-school officers, M&E officer, and finance and Admin staff to ensure the project run smoothly and effectively.

The Project Manager who will base in either Tboung Khmum or Kratie province, and required to travel to these target province and sometimes to the Hanchey kindergarten in Kg. Cham. And, when necessary, this position is also required to travel to Head Office in Phnom Penh other provinces.

Duties
  • Project Management
  • Plan, implement, monitor, and report of the running of all target kindergartens in Tboung Khmum and Kratie provinces plus Kg. Cham
  • Participate in a plan review led by ED
  • Participate in monthly partnership call meetings and extra meetings when necessary
  • Participate in monthly project management team meetings and others at the head office
  • Lead the team meeting to share, update, solve problem, and report
  • Monitoring and ReportingPrepare the monitoring plans and tools for the implementation
  • Monitor the school running according to the plans
  • Provide monitoring and support to ensure the management of the breakfast, snack, and milk to the kids under HCC’s kindergartens is smoothly and transparently.
  • Ensure the motor running and field work of the project officers are correctly recorded, reported, and approved.
  • Consolidate the school attendant report and submit to HCC and KrY’s management on monthly basis
  • Produce the quarterly report of kindergarten running and submit to the KrY’s management in the timely manner.
  • Produce other relevant reports and share with other relevant stakeholders when required
  • Human Resource Management
  • Supervise and provide coaching support to the project officers to make sure they able to implement and operate the running of kindergarten effectively and efficiently
  • Participate in any relevant capacity building program such as meetings, trainings, workshop, and other staff event…etc.
  • Participate in the recruitment of new team members of other relevant staff when needed
  • Conduct staff performance appraisal and review job description to meet the project expectation
  • Finance and Administration Management
  • Provide all related administration and finance support for running of the kindergartens under own responsibilities
  • Prepare the budget request to implement the activities
  • Monitor the expenses of the project officers and provide support to them when needed
  • Support the cash advancement and settlement of the expenses of the team members with the finance and admin staff in a timely manner.
  • Ensure all administrative, financial and logistical work are in compliance to the operational policies and procedure
  • Networking and Partnership
  • Work in close collaboration with local authorities and relevant stakeholders to support the project works.
  • Provide logistic arrangement and coordination support for the external and donor visits to own target areas
  • Participate in networking meetings at district and provincial levels
  • Represent KrY in any related communication, administration, and coordination at district or provincial levels
  • Others
  • Other required tasks can be requested by the supervisor when necessary. Qualifications:
Requirements
  • At least a bachelor degree in Education, Management, Administration, and at least five-year experience of working with NGOs, especially in social development, education and health issues, has staff management experience as well as project cycle and financial management experience.
  • Demonstrated ability to plan, implement, manage, monitor and evaluate project activities and expenditure.
  • Demonstrated ability to liaise and negotiate with government and social partners at national and local level.
  • Ability to supervise staff.
  • Excellent analytical skills and writing skills in English
  • It is expected that the person will be creative, initiative, sound judgment, hardworking and enthusiastic, and has good leadership and capacity to work in a team, presents communication and facilitation skills
