Geres, a French NGO, has been active in Cambodia for the last 25 years. Geres’s main focus areas are climate change mitigation and adaptation, reduction of energy poverty, and improvement of livelihoods. Geres’ activities include energy efficiency improvement for households and industries, providing decentralized energy services to support local development, supporting and facilitating access to renewable energies in partnership with local stakeholders.

In the context of climate change, strong pressure on Cambodia’s natural resources, as well as long-lasting and new challenges to the Cambodian Garment Industry, GERES implements 2 project named SWITCH Garment and VETHIC relating to the promotion of sustainable energy practices in the garment sector in Cambodia.

The overall objective of the 2 projects is to decrease environmental impacts while increasing competitiveness in the Cambodian garment industry, through higher investment in sustainable energy practices (such as energy-efficient technologies, integration of solar and renewable energy, switch to sustainable fuel sources or agro-residues and good operations management).

Together with GGGI (Global Green Growth Institute) and the Garment Manufacturers Association in Cambodia (GMAC) and other partners such as CGTI (Cambodia Garment Training Institute) GERES will contribute to promote and facilitate the adoption of sustainable energy practices and technologies in garment manufacturing SMEs in Cambodia (SWITCH) and To improve the environmental performance of the Cambodian textile sector by activating the levers of the energy transition (VETHIC)

The Project coordinator and technical leader will ensure the technical coordination of field project activities. S/he is expected to provide strong technical guidance on those activities in the field of energy efficiency solutions and practices relating to electrical/thermal processes and utilities in garment manufacturing factories, especially SMEs.

S/he will also contribute to oversee the overall project implementation by Geres consultants and consortium partners under the supervision of the Energy Efficiency Program Officer.

Conditions

Throughout the implementation of the project, the project team will be based in Geres’ office in Phnom Penh, carry out frequent field work in different garment factories in the country as well as GMAC’s training center. The project team will also occasionally travel abroad to assess, document and introduce solutions that may not yet be available in Cambodia or learn from other initiatives.

The project team will closely collaborate with Geres’ local HR and Finance manager and officer as well as the local logistics officer assisting the project team in day-to-day activities.

Duration: 12 months fix-term contract, renewable

Duties
  • Technical responsibilities (with focus on both electrical/thermal processes and utilities):
  • Gather, analyze data and lessons learned from energy audits completed in recent years with focus on thermal and electrical equipment and proven good practices developed in other programs (such as the SWITCH Asia-funded SMART Myanmar 2013-2019); document a range of possible key technical, organizational and financial solutions.
  • Join meetings, trainings and energy assessments with garment factories; analyze audit results and findings; conduct international benchmarking of energy-efficient and renewable energy solutions for the industry; derive general sector-relevant acknowledgements and recommendations;
  • In collaboration with the GERES team, develop appropriate technical briefs and tutorials about sustainable energy solutions for garment factories, on topics that may range from general management to specific technical improvements through financing options. Ensure their review by a sample among key target groups;
  • Involve international consultants and solution providers to give advice, train local trainers and ensure the mainstreaming of the main specific learnings into training programs targeting factories’ executives, technical managers and operators.
  • With the support of external consultants, support the selection and implementation of energy-efficient investments and improvements of energy practices in pilot factory premises and coordinate monitoring campaigns to provide detailed information about the evolution in the energy profile of the factory and related energy, cost and CO2 savings.
  • Project management responsibilities:
  • Under the supervision of the Energy Efficiency Program Officer, coordinate the implementation of Geres’ project activities in his/her technical area of expertise with internal and external contributors, consultants and key partners, including allocating duties and supervising realization (work plans, activity budgets and schedules) amongst project team members, experts, and possibly other partners such as solution providers in the region;
  • Support the Energy Efficiency Program Officer in the sound management and implementation of other project activities such as:
  • Overseeing work planning and quality, timely delivery of project outputs; monitoring achievements, analyzing deviations and taking corrective actions when needed
  • Supporting the formulation of Terms of Reference and recruitment process
  • Monitoring project implementation (expenses, milestones, deliverables, and impact) and report in accordance with the M&E framework
  • Collecting information from the team, the beneficiaries and possibly partners, drafting internal and external reporting documents and ensuring timely reporting to the EU via GGGI and to other donors;
  • Supporting and facilitating the integration of project achievements, procedures and lessons learned in other GERES’ projects and, when relevant, into partner’s activities, national policies and strategies.
  • Supporting the archiving process and the project knowledge management system.
  • In close cooperation with Geres’ international expert on gender and inclusion, organize the training of Geres’ and GMAC’s project team, and mainstreaming of gender issues in the implementation of the project
  • Contribute to communication and visibility actions related to the field implementation of the project according to donor requirements (pictures, testimonies, field visits...) and recommendations of the headquarters communication department
  • Contribute to the organization of trainings, meetings, and workshops gathering garment suppliers, international buyers, government representatives and other stakeholders to share results, promote promising options, present supporting tools, through mobilizing the participants, budgeting and coordinating the events.
  • Contribution to the development of GERES activities in his/her field of intervention
  • Provide technical inputs and insights for the design of new projects, activities or innovations;
  • Represent upon request the project towards partners and donors.
Requirements
  • Experience
  • Minimum 2 years’ experience in managing projects, teams, budgets, plans, relationships with partners and customers/ donors, preferably related to industry, energy supply or energy efficiency;
  • Minimum 3 years’ experience in positions related to energy efficiency in the manufacturing sector, preferably in the industry;
  • Experience with either boilers, steam systems, garment manufacturing facilities, lighting, ventilation and HVAC Systems, energy consumption monitoring is a strong asset;
  • Familiarity with the garment manufacturing sector is an asset;
  • Experience in renewable biomass energy consumption is a strong asset.
  • Education & Training
  • Engineering degree (highly preferable) in energy engineering, electrical or thermal engineering, steam management, or any relevant field ;
  • Degree in either business management, energy, forestry, climate and environment or management of natural resources an asset.
  • Skills
  • 1. Fluency and excellent communication skills in Khmer and English 2. Knowledge of a Chinese language is an asset.
  • Project Cycle Management, Planning, Financial, Team management and budgeting skills;
  • Data monitoring, analysis and excellent English reporting skills
  • Excellent data collection, analysis and synthesis skills;
  • Pedagogical skills and capacity to adapt language;
