Association to Support Vulnerable Women (ASVW) was established by CPU (Cambodia Prostitution Union) in July 1998 as part of health education program of Cambodian Women’s Development Agency (CWDA), and it is officially registered with Ministry of Interior on January 30th, 2018. Association to Support Vulnerable Women (ASVW) is a representative and independent organization of sex workers, advocating for the protection of their recognition as workers, their rights and social inclusion with a current membership of 617 and reach of about 3000 sex workers in Phnom Penh each year.

Association to Support Vulnerable Women (ASVW) is working in Cambodia to Ensuring the Rights and Dignity of Sex Workers by:

  • Strengthen the Capacity of ASVW as a newly registered independent CBO.
  • Increase sex workers' access to existing rights and services, including legal protections, health and education.
  • Increased care and support for sex workers experiencing hardship as a result of poverty, addiction, discrimination, violence or HIV, and their children.
  • Reduced stigma and discrimination within the community against sex workers and their families.
  • Promote children of Entertainment Workers to access education

Partnership with Union Aid Abroad APHEDA, Association to Support Vulnerable Women (ASVW) is taking the lead of the project “Protecting the Rights & Dignity of Sex Workers”. This is a 3-year project (July 2022-June 2025) and grant funded by Australian Department of Foreign Affairs & Trade (DFAT).

Association to Support Vulnerable Women (ASVW) is seeking a Project Officer who is dynamic and committed individual to work with Association to Support Vulnerable Women (ASVW)’s Director to coordinate this project for these 3 years. Project Officer will work closely with Director to coordinate with project implementation, book-keeping and reporting related to project funding and due diligence.

Report to: Association to Support Vulnerable Women (ASVW)’s Director and cross-function with APHEDA Country Programs Coordinator and Country Operation Coordinator

Duties
  • Project Management
  • Prepare weekly, monthly, and annual work plans according to each activity and budget
  • Prepare monthly financial report
  • Support staff and outreach workers to understand the workplan
  • Monitoring the activities
  • Work with partner organization (APHEDA) to facilitate the donor planning and reporting
  • Liaison, external relation, and representation
  • Assist Director to establish and maintain positive organizational relationships, with government and community-based partners.
  • Assist the Director and Union Aid Abroad APHEDA to liaise with government, donors, partners vendors, consultants, international visitors, and volunteers
  • General Office Management:
  • With support from Union Aid Abroad – APHEDA finance and operations staff, learn and maintain financial administration and management systems.
  • With support from the Director, ensure the AVSW office is open and in good order for use by the project.
  • Assisting with project activities, in particular logistics and communications.
  • Liaise with vendors, suppliers, government department and partners as needed to support project activities.
  • Additional duties:
  • Working with small team, the position will also be required to assist, from time-to-time with a range of organizational and operational activities as reasonably requested by the Director
Requirements
  • At least two years working in busy, complex community development projects, preferably in a similar within an international development organization, community-based organization, not-for-profit organization, or trade union organization.
  • Demonstrated ability to understand and coordinate a busy project.
  • Experience in, or willingness to learn, bookkeeping and accounting.
  • Proficient in both Khmer and English written and verbal communication.
  • Understanding of and commitment to child protection, to gender equality, to inclusion of people with disabilities and diverse social and cultural backgrounds.
