The Royal Government of Cambodia (RGC) through the Ministry of Land Management, Urban Planning and Construction (MLMUPC) as Executing Agency (EA) and Ministry of Agriculture, Forestry and Fisheries (MAFF) as Implementing Agency (IA), have received financing from the World Bank for Land Allocation for Social and Economic Development Project III (LASED III) and intend to apply part of the proceeds of this credit to payments for consultant below.

The Consultant will be engaged to carry out activities to address potential social risks and issues of LASED III. It is expected that the provincial social risk management consultant will assist the LASÉD III Provincial Project Manager and Provincial Environmental and Social Safeguard Unit staff to implement their tasks for the project. The consultant will collaborate with the MLMUPC's LASED I Project Director, Technical Director, Agriculture Director, Project Staff, National Social and Environmental Risk Management Staff and Consultants/Advisors, the National Indigenous Peoples advisor, Stakeholders and beneficiaries in the target provinces, provide technical support and coaching to Social Risk Management Focal Persons at provincial level (including NGO partners) implementing the social management framework documents for LASED III. The Consultant will receive technical support from the National Social Risk Management Consultant, The WB Specialists during the project implementation, and will regularly report the MLMUPC's LASED Project Director, with the day-to-day work, and will work closely with the Provincial Project Manager, the three Section Directors, chief of safeguard unit and National Social Risk unit of LASED III.

The duty station will be in the office of LASED III at the Provincial Department of Land Management, Urban Planning, Construction and Cadastre and in Kratie, Mondulkiri, Preah Vihear, Rattanakiri, and Stung Treng provinces. The consultant is expected to start work on August 1, 2022 with the initial period of 2 years (extendable based on satisfactory performance) and with 6 months probationary period.

The consultant is expected to start work on August 1, 2022 with the initial period of 2 years (extendable based on satisfactory performance) and with 6 months probationary period.
The selection process will be carried out in accordance with provisions set forth in the Government Procurement Manual for Externally Financed Projects/Programs in Cambodia and Approved Selection Method for Individual Consultant - Section VII. Approved Selection Methods: Consulting Services of the World Bank Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018).
