Gender and Development for Cambodia (GADC) is a local non-profit and non-political organization. GADC’s strategic plan is developed in every five years to ensure that its vision and mission are well focused on the situation of women’s rights in order to promote gender equality and women’s empowerment in Cambodia.

The current GADC five-year strategic plan (2018-2022) will end by December 31, 2022, so GADC needs to develop a new comprehensive strategic plan for another five years (2023-2027). To ensure that the new strategic plan effectively responds to diverse women’s rights, feminist principles, and gender equality in the current context and further builds on GADC’s effective advocacy, GADC is seeking an external consultant to facilitate the development of its strategic plan 2023-2027.

Position Summary

OVERALL OBJECTIVES

The proposed consultancy will support the development of a new comprehensive 5-year Strategic Plan for GADC by facilitating workshops, context analysis, in-depth assessment, broad stakeholder consultation and analysis on the issues of Gender-based violence against Women , feminist organization leadership, and diverse women’s empowerment to identify key strategic objectives for the organization, as well approaches to achieve them.

SPECIFIC OBJECTIVES

The specific objectives of the consultancy are to:

  1. Confirm the mission, vision, values, objectives, and strategy for the new strategic plan (including conducting context and SWOT analysis by using gender/feminist lens, including conflict sensitivity, and environment reflection.
  2. Define network proposition for effective communication and collaboration for GADC.
  3. Development of an overarching Monitoring, Evaluation and Learning framework for the organization, based on the new comprehensive strategic plan.
  4. Review an existing fundraising strategy and ensure its in line with changing context and future trend.
  5. Review/development of an operational plan to support implementation of the strategic plan.

EXSPECTED OUTCOME

The expected outcome of this consultancy is a comprehensive 5 Year Strategic plan is developed and approved by the GADC Board of Directors; a Monitoring, Evaluation and Learning framework is developed; a revised and updated fundraising strategy with potential donor landscape; and an Operational Plan is reviewed/developed.

TIMEFRAME

The consultation and drafting process will take place from May 2022 – November 30, 2022

Duties & Responsibilities:
  • SCOPE OF WORK
  • The consultant developing the strategic plan will conduct different activities, including context analysis, coordinating a workshop, meeting, interviews and/or discussion with different groups of people like networks/alliances, Government officers, stakeholders, donors, youth groups, people who are living with disabilities, LGBTIQ community, etc. The specific activities as part of this consultancy include:
  • Reviewing progress against the current strategic plan.
  • Reviewing a selection of major evaluations from the previous strategic plan period.
  • Undertake a SWOT of GADC and situation analysis of current political, state policies and strategy, conflict sensitivity, environment and climate change in Cambodia related to gender equality and women’s rights, and Violence Against Women, to inform the development of the strategic plan. Provide this analysis in a short paper to be made available to stakeholders consulted as part of the strategic planning process. (As a guide, the paper should be no more than three pages).
  • Organize offline and online workshops with different beneficiary groups, stakeholders and GADC staffs, to consult and plan as part of the strategic plan development process. The consultant to facilitate some parts of this workshop, with GADC staffs also facilitating key parts.
  • Implement a survey with key stakeholders, allies, supports and others (e.g., via survey monkey) as a further consultant and engage to inform the development of the strategic plan.
  • Draft the strategic plan for review.
  • Present the strategic plan to GADC board and leadership team, donors, and stakeholders.
  • Finalize the strategic plan, following up on comments from GADC donors and stakeholders and make it into English and Khmer version.
  • Develop a Theory of Change in the Monitoring and Evaluation Framework
  • Develop an exit plan/phaseout plan for GADC’s sustainable target communities.
