The Royal Government of Cambodia (RGC) has received Loan from the World Bank IDA No.6433-KH toward the cost of Cambodia Sustainable Landscape and Ecotourism Project (CSLEP), and become effective on October 17, 2019. The project expected closing date is December 31, 2025. It will be implemented by the Royal Government Cambodia, Ministry of Environment (MOE) as Executing agency (EA) and as the implementing agency (IA) with the Ministry of Rural Development (MRD).

Objective of the position

Under supervision of and reporting to the Project Manager, the National Consultant to Support Law Enforcement (NCSLE) will work closely with the International LE Firm, National Project Coordinator, all members of the project team, relevant government officials, the World Bank, Private Sector and non-governmental organization (NGOs) to take responsibilities for management of developing a Law Enforcement (LE) strategy and action plans in the project target areas of CMTS Landscape.

Requirements
  • Master’s degree or equivalent experience in natural resource management, forestry, conservation or a related field
  • Knowledge of PA management and LE practice and implementation in Cambodia
  • Understanding of Cambodian PA law and related policies and regulations
  • Understanding of international best practice in LE
  • Working knowledge of SMART & familiarity with Protected Area LE Planning Toolkit
  • Understanding of RGC standard operating procedures and standard practice for LE, ranging from planning through to prosecution
  • At least 05 years of experience in LE and/or PA management in LE in Cambodia
  • At least 3 years of experience in providing technical support to PA managers in LE, including patrol planning and tactics, LE monitoring and intelligence gathering
  • Experience in developing and implementing LE strategies and action plans
  • Experiences in developing budgets and procurement plans for LE activities
  • Experience in planning and coordinating multi-stakeholder consultations
  • Experience in methodologies for LE training needs-assessments
  • Experience in working with and supporting government agencies at both the national and sub-national level involved in LE in Cambodia
  • Teamwork - proven ability to work effectively as part of the team and develop constructive working relationships with stakeholders
  • Organisation- proven ability to bring a highly organised approach to complex tasks
  • Problem solving - proven ability to apply practical solutions to real world problems
  • Result oriented - proven ability to deliver projects on-time and on-budget
  • Communications- excellent skills in communication, negotiation & documentation
  • Ability and willingness to travel to and work in remote areas
  • Fluency in Khmer and technical proficiency in written and spoken English.

The consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out the World Bank Procurement Regulation for Investment Project Financing (IPF) Borrowers, dated July 1, 2012, revised November 2017 and August 2018, and provisions stipulated in the financing agreement in consistency with the RGC’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed finance project/programs (PM) , promulgated through Sub-decree 181, dated December 2019.
