Background

In the UN Climate Change Conference (COP) 26, the intersection of climate and health has emerged as a leading issue with the climate crisis considered the single biggest health threat facing humanity. The health sector is also a significant contributor of global net emissions with health care centers and hospitals being 2.5 times more energy intensive than other buildings.

According to a recent case study from WHO, “Climate change is already being felt in Cambodia. Average temperature and the intensity and frequency of extreme weather events, such as floods, droughts, and heatwaves, have all gone up, and this has had important consequences for the health and development status of the country. The impacts of climate change amplify existing vulnerabilities in communities, including poverty, food insecurity and poor health status. Growing health risks from climate change in Cambodia include vector-borne diseases, malnutrition and diarrhoeal diseases, along with other conditions, such as rodent-borne diseases, respiratory tract infections, noncommunicable diseases, heat-related illness and mental health impacts.”

FHI 360 Cambodia is interested in exploring the climate and health nexus, particularly within the Cambodian health system, and in charting a path forward for addressing this crisis.

Scope of Work

Conduct a review including a desk study and interviews/meetings with stakeholders to:

  • Identify key issues and opportunities in ECC/climate-health nexus for Cambodia.
  • Determine gaps in major policies (e.g., the NDCs, NAP and Cambodia Climate Change Plan-CCCSP 2014–2023; Climate Change Action Plan for Public Health); investments/programs (e.g., vulnerability/adaptation assessments) by GOV, donors (e.g., the ADB Regional Project: Strengthening Resilience to Climate Change in the Health Sector in the Greater Mekong Subregion) and private sector.
  • Map stakeholders and provide an institutional landscape in climate change adaptation, ECC/climate-health nexus, including existing platforms and partnerships (e.g., Cambodia Climate Change Network (CCCN); Cambodia Climate Change Alliance (CCCA); the NGO Forum)
  • Develop proposed value propositions and strategic entry points for FHI 360 (i.e. three key areas with at least one focusing on Global Green and Healthy Hospitals approach).
  • Facilitate the development of an FHI 360 Cambodia climate-health strategic roadmap: short term (e.g. 6 months-1 year)

Deliverables

  • Climate-health nexus desk study report summarizing key issues including gaps in policy, programming and opportunities
  • Mapping stakeholders: Interview guide(s), interview participant list, summary of interview results, Institutional Landscape Briefing document
  • Recommended FHI 360 Value Propositions and Strategic entry points Briefing document
  • Short-term strategic road map --1 year with periodic milestones (may consider long-term plan at later date)
  • Monthly update presentation and discussion with FHI 360 team

Travel

Travel required to stakeholder meetings within Phnom Penh and occasionally in other provinces.

Timetable and Address for Submission

Proposals are due no later than 5:30 PM (GMT+7) on Friday, April 15, 2022. Required documentation listed below must be e-mailed or submit to FHI360 office by using information in the contact detail.

Evaluation Criteria: Proposals will be evaluated in accordance with the following criteria:

  • Relevant experience 40%
  • Availability: 10%
  • Proposal and timeline: 40%
  • Budget: 10% (excluding domestic travel since this is TBD)

Required Documentation: Proposals must include the following components:

  • Brief Narrative proposal (2 pages maximum) that described the methods proposed to produce the requested deliverables
  • Gantt Chart
  • Proposed budget
  • Bio Data form
  • CV

FHI 360 Disclaimers

  • FHI 360 may perform a background check on any selected Consultant candidates.
  • FHI 360 may cancel the solicitation and not award
  • FHI 360 may reject any or all responses received
  • Issuance of the solicitation does not constitute an award commitment by FHI 360
  • FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions
  • FHI 360 will not compensate any offeror for responding to solicitation
  • FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion
  • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities
  • FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition
