DESCRIPTION OF THE INTERVENTION
Approximately 60% of Cambodia’s 15.5 million people live in rural areas and most of them rely on climate-sensitive sectors, mainly rain-fed agriculture and natural resources to support their livelihood. Cambodia faces high disaster risks from flood and drought and ranks among the top ten vulnerable countries to climate change, resulting in an increased risk of yield loss or complete crop failure and thus reduced income and food insecurity. Rising temperatures and heatwaves negatively impact irrigation, leading to increased evaporation, greater incidence of pests and diseases and higher production costs. Women and other vulnerable people are affected disproportionally from the impact of climate change. This is primarily due to (i) lack of knowledge, (ii) limited access to climate resilient technologies and protection measures, (iii) imbalance of access to economic assets and decision-making power structures in the communities.
The Nurturing Climate Resilience (Nurture) project is being implemented by HEKS/EPER and Caritas Switzerland with contribution funding provided by the Swiss Agency for Development and Cooperation (SDC). The Nurture project will work in four provinces based on their vulnerabilities to natural disasters.Two selected provinces are located in western Cambodia, Banteay Meanchey and Battambang, which in recent years have been most heavily impacted by floods and droughts. Caritas has been working in Banteay Meanchey previously on water governance and is therefore familiar with the context. Two other provinces will be Oddar Meanchey and Preah Vihear which are currently targeted by SDC’s CHAIN project in northern Cambodia.

The assessment will be conducted from April 2022 and completed by 31 May 2022 in the targeted provinces, Battambang, Banteay Meanchey, Oddar Meanchey and Preah Vihear and can also include visits to neighbouring provinces if there are initiatives there worth observing.
ASSESSMENT TEAM / QUALIFICATIONS
The assessment will be conducted by a consultant team, preferably consisting of an international and a national consultant. The selection will be made through public advertising and direct invitation of potential candidates.

SELECTION METHOD CRITERIA
