Save Cambodia’s Wildlife (SCW) is a leading national NGO, aims at protection and conservation of natural resources and wildlife habitats throughout Cambodia. SCW focuses on education, using book publications, teaching programs and awareness campaigns to empower all levels of society. Natural resource management, climate change, environmental education and alternative livelihoods form primary basis their work.

Under funding from Bread for the World, SCW is implementing a project called “Improved livelihoods of rural farmers through (1) youth as actors for change and (2) climate change resilience” in Rattanakiri, Kratie and Stung Treng.

The overall goal of the project is improved and sustainable livelihoods (food security, food sovereignty) for people in rural areas in the North-East of Cambodia through (1) increased capacity among youth, who become actors for change and (2) climate change resilience through research and climate-friendly actions.

Senior Project Officer (1 Position)

Duties
  • Supervise 2 Commune Facilitators based in the communities
  • Coordinate with project team on project planning and budgeting in order to ensure the achievement of project activities, budget management, reporting, and maintaining and filing relevant documentations in accordance with SCW’s and Project’s requirements or instructions;
  • Provision of technical support to commune facilitators to ensure the quality implementation of project activities and achievement of objectives;
  • Undertake monitoring and evaluation of the project against indicators set in the logical framework given to the donor;
  • Manage the project to ensure adequate logistical and administrative support to the project and staff that is in accordance with SCW’s operating principles;
  • Ensure that all administrative records are maintained and regularly updated in line with SCW’s policy (e.g. equipment inventory lists, staff leave and benefits, schedules etc).
  • Prepare field progress report through online reporting system either by computer or Smart phone
  • Ensure that project expenditure remains within budgetary line items and according to contractual agreements; and
  • Every Friday (My day and MEL (Mday), assume weekly update of project progress, financial clearance document, weekly planning and filing field reports
  • Project Log-frame and work-plan are the integral part of the ToR
Requirements
  • University degree in Rural Development, Project Management, public administration or related field.
  • At least three (3) years of professional work experience in rural development and climate change and adaptation
  • Know-how of field activities and challenges on the grass-roots level is required
  • Knowledgeable of the project target areas is strongly required
  • HR experience is obligatory
  • Sound project management (planning, implementation, organizing, leading, monitoring and evaluation)
  • Sound leadership qualities (have the end in mind, sound personal development skills and positive disciplines and inspire other to achieve intended goals and objectives of the project)
  • Fluency in English
  • Be proactive and creative
  • Will and skills to train others
  • Be a team player and act as a role model focusing on 4Es (Effectiveness, Efficiency, Ethics and Environment)
  • Resident of the target provinces
