Since 2016, four Belgian university NGOs that are ECLOSIO (the NGO of the University of Liège), Louvain Coopération (the NGO of the UCL - Louvain-la-Neuve), FUCID (Namur) and ULB-Coopération (Brussels), have decided to implement a common program financed by the Directorate General of Belgian Development Cooperation (the DGD) for a period of 10 years, from 2017 to 2026, under the name of Uni4Coop. Uni4Coop's specificity is to contribute to development by mobilizing the human and scientific resources of the university community. For the coming program 2022-2026, U4C proposed a fully integrated program between Louvain Coopération and Eclosio in Cambodia. This joint program will enable to join forces, strengthen each other, promote exchanges and better capitalize on practices, and generate new expertise at the crossroads of research and development.

The office of Uni4Coop in Cambodia is located in Phnom Penh. It coordinates a local multidisciplinary team. The areas of intervention are food and economic sovereignty (support to family farming, income-generating activities, rural entrepreneurship, farmer organization) and health (with a focus on non-communicable diseases and a special emphasis on mental health). These projects are implemented in the provinces of Takeo, Battambang, Preah Vihear, Kampong Thom, Kampong Cham and Tbong Khmum but also in the provinces where U4C partners are represented.

U4C is looking for a Finance and Administration Officer to assist the Finance and Administration Manager (FAM) of the U4C in Cambodia with accounting, human resource secretary and other administrative tasks related to the coordination office and the joint projects in Cambodia.

Starting: As soon as possible

Duties
  • Accounting and Monthly Accounting Closing
  • Enter all the financial transactions into the Winbooks
  • Enter all the financial transactions from Partners into the Winbooks and report to FAM for any discrepancies
  • For accounting entries apply the U4C chart of accounts, use standardized labeling where possible, and ensure that budget code, accounting code and project code are correct
  • Control the validity of invoices, the completeness of supporting documents and approvals according to financial rules
  • Together with FAM performs monthly accounting closing in accordance with the instruction from U4C-HQ
  • Perform initial review of all entries, run the quality checks, and do necessary corrections promptly
  • Prepare other necessary closing documents, notably cash statements, bank reconciliations, and salary reconciliation
  • Check and compile all vouchers and ensure that all necessary documents are attached, and uploaded into the Winbooks
  • Prepare the monthly VAT report and pay the monthly tax payment
  • Determine and communicate exchange rates at the beginning of every month and encode into Winbooks
  • Support FAM in generating the financial report to donors
  • Human Resource Secretary
  • Draft the employment contract, internship contract, consultancy contract and daily contract in collaboration with FAM and make sure that all the important documents such as Job Description, Chart of Ethic, staff handbook, pledge of discretion…etc are duly signed by the employees or consultants
  • Calculate and prepare the payroll letter duly signed by FAM and the Country Director and submit to the bank for salary payment
  • Calculate the bonus and salary increases to apply in collaboration with FAM
  • Responsible for following local legislation and advising FAM of any changes that could affect the staff rules and/or salary payment parameters
  • Create and update personal files for U4C staff in Cambodia
  • Support all head of program/project in preparing the Job opening and Job description
  • Post the job opening and send to other recruitment board or recruitment agencies
  • Manage and control the leave request and balance according to the internal staff handbook
  • Handling office and staff insurance (NSSF and Private insurance)
  • Administration
  • Assure reception responsibilities (welcoming of visitors, making of appointments, etc.)
  • Receive, record and file in- and out-going mail/letter and documents
  • Assist in the preparation of documents related with MoFA and MOH for MOU preparation and extension
  • Assist in the preparation of documents related with MAFF for Project Agreement and extension
  • Maintain filing system for documents and correspondence concerning the running of the U4C Cambodia office and the joint projects
  • Assist in translation (English <> Khmer) of paperwork or during meetings/field visits/training
Requirements
  • University degree in Finance and/or Administration Management or Accounting
  • At least 5 years’ work experience in finance and administration
  • At least 4 years’ work experience in NGO/Bi- or multilateral projects and close collaboration with government departments
  • Proficient English and Khmer with good English writing skills
  • Excellent computer skills, especially in accounting software and spreadsheet software
