Oxfam in Cambodia, which is part of the CLV cluster, we started working in Cambodia in 1979. We are working in partnership with other NGOs, private sectors, the Royal Government of Cambodia, and other development agencies to help the Cambodian people help themselves overcome poverty and suffering. Oxfam in Cambodia has 3 country programs including Voice for Change Program (V4C), Natural Resource Governance Program (NRG) and Inclusive Green Economy and Finance Program (IGEF).

JOB PURPOSE: The post holder will be mainly responsible for providing strategic support to improve the program quality and knowledge management to all the 3 programs of Oxfam in Cambodia including Natural Resource Governance Program, Voice for Change Program and Inclusive Green Economy Program. The post holder will work closely and effectively with all program teams and program quality advisors to ensure the field of own responsibility is achieved within timeline.

Duties
- Scope #1: Program Quality Responsibilities
- Ensure the quality development of monitoring frameworks for 3 programs and all projects under Oxfam in Cambodia management. Guide program teams to develop and establish, in consultation and collaboration with partners and allies, and the Learning, Evaluation, and Accountability Department (LEAD) the program and project PQ & KM systems.
- Ensure the project monitoring and evaluation framework implemented by all programs and projects, with regular revision of the project PQ & KM framework ensuring that the framework is effective and relevant to context of the projects in country.
- Ensure the Program Quality Assurance in all 3 of program pillars to maximize program impact and create tools and framework for effective project monitoring.
- In collaboration with program teams and external MEL/research consultants, develop impact indicators and empowering methods of measurement –such as participatory action research, most significant change stories, constituency feedback committees, etc. Ensure scientific and statistically viable usage of a range of qualitative and quantitative data collection tools and methodologies to measure the project output, outcome and impact
- Provide advice to project management staff on the analysis of data and effective integration of monitoring activities into project activity plans and field management work ensuring that all program staffs contribute to implementing the PQ & KM activities. Regularly assess the needs and capacity of partners and staff to deliver on PQ & KM objectives.
- Ensure quality development of baseline, progress assessments and end-line evaluation indicators based on program objectives for the use of current and future program activities.
- Approving Terms of Reference for program quality technical consultants, support their recruitment and ensure proper monitoring of their work in the area of qualitative and quantitative data collection, database design, and other relevant activities.
- Supporting relevant staff in the preparation and dissemination of high quality reports/ program documentation/ learning among key stakeholders in projects and programs, including other OI affiliates, community and peer organizations, government agencies, universities, development organizations, donors, and the larger public.
- Guiding and supporting consultants and research institutions/teams to undertake impact evaluation research.
- Technical advice to partners reporting against project log frames.
- Organize annual learning events, facilitate reflective learning by stakeholders around program indicators and outcomes, and help with delivery of an Annual Impact Review for each program;
- Ensure PQ & KM indicators are integrated into grant plans.
- Support the design and implementation of creative methods to track progress towards achieving gender equality in all program areas.
- Scope #2: Knowledge Management Responsibilities
- Create knowledge hub for learning purpose and calibrate knowledge and experience related to program quality and program management experience. Ensure that knowledge and experience are actively learned by all related staff.
- Continuous improvement of program quality through better application of learning, and better use of data. Increase the ability to influence with innovative and advanced approaches to enable better program management include but not limited to planning, implementation, monitoring and reporting.
- Using lesson, knowledge and experience with marshal evidence and information by internal and external research and MEL evidence-base, learning and opinions of knowledgeable staff and partners, as well as learning from the sector and cross sector to make better decisions and to improve quality of program/project management.
- Ensure the data collection and knowledge power to be effective used in raising restricted funding, advocacy and campaign and serving the community’s interests.
- Grow the skills and technical expertise of Oxfam staff to excel their program quality approaches in planning, monitoring, and reporting responsibilities.
- Ensure knowledge cultivated, innovated, and calibrated for the use of all Oxfam program management.
- Scope #3: Staff Management Responsibilities
- Provide leadership as per Oxfam leadership models and Oxfam staff management framework by inducting, coaching, mentoring, assisting, advising, motivating, delegating, and etc. to line staff so that they can perform their work effective, successfully and maximise their contribution to Oxfam’s work.
- Conduct regular one-to-one meeting to discuss, diagnose, improve staff’s performance through Let’s Talk guidance. Following Oxfam situation leadership style work well with line staff.
- Applying Oxfam policies and procedures for effective staff management.
- Applying Oxfam’s leadership models for enabling, relationship building, accountability.
- Ensure the Oxfam’s core values of empowerment, inclusion and accountability and Oxfam’s feminist principles in managing line staff.
Requirements
- Essential
- A Master’s degree or equivalent experience in development, social science, or other relevant fields.
- Knowledge of social research methodologies and techniques with proven ability to manage and analyse data sets.
- A minimum of five years of progressively responsible professional working experience in development especially in the area of monitoring and evaluation; working with learning initiatives. Proven experience in research and program development and management.
- Strong skills of professional writing, facilitation, communication, data management and analysis, knowledge management, research and development, and M&E.
- Knowledge and understanding of the rights-based approach to development.
- Excellent command of written and spoken English.
- Strong understanding and experience in policy advocacy, rural development, or related field.
- Strong experience in building relations with research institutions, hiring consultants, and developing monitoring tools.
- Experience of working in the field of resource development, writing proposals and concept notes, reporting to donors and different constituencies.
- Desirable
- Ability to work independently with confidence and quality.
- Ability to oversee the implementation, monitor and evaluate a specific project;
- Ability to manage multiple tasks in an effective, pro-active and timely manner
- Ability to lead the continuous improvement of database for project need and learning.
