The Innovations Against Poverty 2 (IAP 2) challenge fund was established by the Swedish International Development Cooperation Agency (Sida) in 2016 with the aim to stimulate the private sector (in the forms of entrepreneurs) to focus their efforts, innovative ability and resources to develop and invest in products, systems and services so they are able to bring about changes to improve the lives of people living in poverty. The intended outcome is to (1) improve growth opportunities and access to markets for inclusive businesses and entrepreneurs and (2) improve delivery of goods and services beneficial for the Base of the Pyramid at scale.

The Innovations Against Poverty 2 (IAP2) challenge fund is managed by SNV Netherlands Development Organization (SNV). The IAP 2 programme runs from September 2016 to December 2023. SNV management for IAP2 is based in Cambodia. The programme is implemented in Cambodia, Ethiopia, Uganda and Zambia and provides grant support to entrepreneurs within the areas of agriculture, energy and water, sanitation and hygiene (WASH), with ICT as a crosscutting focus area. A total fund amounting to EUR 6.2 million is available for grant support.

As the IAP challenge fund manager, SNV is responsible for the assessment and selection of promising enterprises according to pre-set selection criteria. SNV enters into contracts with the selected enterprises (hereinafter referred to as grantees), provides grant support (disbursement of funds) based on achievement of pre-set milestones, and offers continuous technical assistance. As part of the contract requirements, annual audits are to be carried out on any grant funding disbursed to all IAP grantees. These Terms of References provide an outline for the annual audit assignments to be carried out in each of the four IAP focal countries

Summary

Aim of the assignment

This assignment aims at assessing whether the IAP funds received by East West Seed Cambodia (EWS) (IAP Grantee) has been used in accordance with the work plan and budget as contained in the IAP contract, and whether appropriate financial reporting and administrative systems and procedures have been adhered to in accordance with the operational manual annexed to the IAP contract. This assignment will specifically focus on an analysis of EWS’s internal control systems to determine the reasonable assurance that internal control systems are robust and functioning efficiently. The assignment includes a review in which routines and systems for operational and financial control are described and analysed.

The audit firm is expected to identify eventual weaknesses and provide recommendations on improvements to be addressed by EWS. The recommendations will be useful as they will be incorporated and guide the future implementation of the program.

Time schedule and reporting

The assignment will commence on 27st Jan_22 and must be concluded by 07th-Feb_2022. A start-up meeting at IAP between the responsible IAP Country Project Manager, IAP Advisor Finance, EWS Project Manager and Finance Manager, Finance Officer and the Consultant(s) will take place prior to data collection. The selected audit firm is expected to visit EWS offices in Phnom Penh, Cambodia.

A draft report shall be submitted electronically to EWS with copy to AIP management no later than by 25th-Feb_2022. EWS shall have given comments regarding factual errors before the draft report is submitted to SNV. The final report shall be submitted electronically to IAP management no later than by 01st-March_2022. All electronic submissions will be addressed to the responsible IAP Country Project Manager as well as to the overall IAP Programme Manager and the overall IAP Advisor Finance

  • A detail audit proposal (technical and financial) supported with the CVs of auditors who will be assigned for this audit, and
  • Letter of interest that expresses of audit firm’s interest to conduct the audit, and
  • Certificate of registration
  • Copy of V.A.T Registration Certificate
