Background
Meeting Targets and Maintaining Epidemic Control (EpiC) is an HIV prevention and care project funded under the President's Emergency Plan for AIDS Relief (PEPFAR). EpiC is implemented by FHI 360 in partnership with Catholic Relief Services, Palladium, PSI, and provides technical assistance to Sub and Sub-Sub-Implementers of the Global Fund. EpiC is focused on achieving and maintaining epidemic control through strategic technical assistance to improve HIV prevention, case finding, care, and treatment. EpiC works together with the National Center for HIV/AIDS, Dermatology and Sexually Transmitted Infections (STIs) (NCHADS) to tailors its strategic direction toward key populations — female entertainment workers (FEW), men who have sex with men (MSM), transgender (TG) persons and people who inject drugs (PWID) by improving access to prevention counseling, HIV testing and enrollment and retention in treatment and care if found to be HIV positive. EpiC works with the National AIDS Authority, NCHADS, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.
Chhouk Sar Association (CSA) is a CSO providing HIV care and treatment and sexual and reproductive health services to KPs. CSA is a local non-governmental, non-profit organization with a mission of providing high-quality HIV testing, treatment and family planning services for KPs at risk for or living with HIV and/or STI. The CSA vision is that KPs, including EWs, MSM, TG people, PWID or people use drugs (PWUD) have the right to good health and improved quality of life with easy access to HIV, SRH, and STI testing, care and treatment services without stigma and discrimination.

Scope of Work
The Business Development Consultant will lead on new business development; create, identify, and access new funding opportunities; strengthen donor relationships; and, develop high-quality funding proposals; and, actively seek to grow income for CSA through various funding opportunities, diversified clinic services, and partnerships.
Location of Work
The position will be based at Chhouk Sar Association (CSA) in Phnom Penh, Cambodia and may require traveling to provinces for meetings/trainings.
Travel
Consultant may be required to travel to provinces depending on work of CSA and EpiC. Per diem and accommodation will be provided by FHI 360.
