Background

Urban Poor Women Development (UPWD) is a non-profit, non-political, and non-religious organization. The organization was established in 1997and was registered as a local NGO with the Ministry of Interior in 1998. UPWD is one of many women’s organizations working with poor women and children that live in urban squatter. The organization is unique as it was established by women, led by women and works with women and for women. Nowadays, UPWD is governed by a Governing board of 5 members, three of which are women. There are 14 total employees working for UPWD at the moment, and 9 of those are women.

Project Background

UPWD is partner with People in Need (PIN) Cambodia to implement activities under the Urban COVID-19 Response project (“Integrated COVID-19 Response for Urban Poor Settings in Phnom Penh”), specifically on the areas of gender-based violence prevention and children protection.

The project is funded by the European Union that covers a range of sectors, such as WASH, Gender-based violence prevention and children protection, Livelihoods and Social Protection. It aims to strengthen urban poor resilience, across 35 communities in the 12 Districts and 6 Dirstic of Phnom Penh, and enforce proper response to the COVID-19 pandemic.

The overall objective of the project is to contribute to strengthened social protection, economic recovery and C-19 adaptation of poor urban communities in Phnom Penh.

One of the main focuses of the project is on promotingGender base violent and children protection and their rights. On this front, the Urban Poor Women Development (UPWD) is the leading partner who will carry out tasks related to this topic, along with the facilitation of this assignment.

Summary

This consultant is for the” Integrated Covid-19 response for poor urban settings in Phnom Penh” Project

Objective

The “Integrated Covid-19 response for poor urban settings in Phnom Penh” project is a multi-sectoral project covering WASH, Gender-based violence prevention and children protection, Livelihoods and Social Protection. The objective of the Protection consultancy is to support the implementation of Protection related activities and ensure that protection mainstreaming is considered throughout the whole project intervention.

Deliverables

The consultant will be responsible for the following:

  1. Take a software case management and communication platform previously developed by OneWorld UK, written in PHP Zend Framework, and get it up and running on a provided Linux server, ensuring that functionality is running as expected. Link to the platform code and manual can be provided by contacting UPWD.
  2. Enable both inbound and outbound SMS communication through the platform using ChildHelpLine’s shortcode number 1280. The service provider would hold the setup and ongoing maintenance costs of the SMS gateway fully.
  3. Support training of ChildHelpLine in usage of the system.

Facilitation

In this specific task, the consultant/service provider will be coordinating directly with the team from the People in Need Cambodia (PIN) and Child Helpline Cambodia. The service provider will communicate regarding the technical aspect of the task to complete it on time.

Required skills and experience

  • At least 5 years of experience working with international and local NGOs
  • Existing solution for handling the aspect of the SMS gateway, including reliable connectivity with Telcos
  • Communicate well in both English and Khmer
  • Strong knowledge of the Cambodian context and local gender and child protection stakeholders

Duration of work

The expected start date is Dec 15, 2021
