With support from CCCA (from 01-10-2020 to 31-04-2023) USD 250,000.00 (Two Hundred Fifty Thousand US Dollars) was awarded to the implementation by Ministry of Rural Development of project entitled Building climate resilience for rural water supply infrastructures in Cambodia (BCR‐WS) aiming to increased access to safe water and sanitation for all year round of rural communities in Cambodia

To ensure that the objectives will be met with regards to the accuracy and reliability of financial reporting, efficiency and effectiveness of operation, and compliance with local Cambodian laws and regulations as well as grant requirements, the annual auditing on the financial report is conducted in the fourth quarter of 2021.. A qualified external audit form will carry out an official financial inspection of the yearly expenditure amount of USD 34,712.00 covering the period from 01 October 2020 to 30 September 2021.

PURPOSE

The purpose of this audit is to examine the financial statements of the project though the review all transactions made during the project’s implementation from 01 October 2020 to 30 September 2021. This includes the overview of work plans, progress reports, project resources, project budgets, expenditure, delivery, recruitment, operational, and disposal or transfer of assets.

AUDITOR INDEPENDENCE AND QUALIFICATIONS

  • The Auditors must be completely impartial and independent from all aspects of management or financial interests in the entity being audited.
  • The Auditors should not, during the period covered by the audit nor during the undertaking of the audit, be employed by, serve as Director for, or have any financial or close business relationships with any senior member in the management of the entity being audited.
  • The Auditors should disclose any relationship that might possibly compromise their independence.
  • The Auditors should be experienced in applying audit standards.
  • The Audit Firm must employ adequate staff with appropriate professional qualifications and suitable experience in auditing the accounts of grantee.
  • Curriculum vitae (CVs) should be provided to Ministry of Rural Development, Building climate resilience for rural water supply infrastructures in Cambodia (BCR‐WS) Project team for the principal of the Audit Firm who would be responsible for signing the opinion, together with the CVs of Managers.
  • Supervisors and key personnel proposed as part of the Audit team. CVs should include details on audits carried out by the applicable staff, including ongoing assignments indicating capability and capacity to undertake the audit and experience in auditing financial statements compliant with the Internal Standard on Auditing (ISA) which focus on including Assets, Liabilities, Equity, Income, and Expenses.
  • The Auditor and/or the firm is registered as a statutory auditor in the public register of a public oversight body in Cambodia.

The interested firm is required to submit a proposal outlining their proposed approach /timeline, financial proposal and profile of the company with relevant experience and, CVs of Key staffs and the deadline/ modalities for submission through email address provided in the contact detail.
